Violation of any of the above conditions may <br /> <br />serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />15 - 343 - Adoption of an ordinance to appropriate $408,936 in the FY 2015-16 <br />General Fund Operating Budget from the FY 2015-16 General Fund Unassigned <br />Fund Balance to provide funding for body camera data storage, the City Manager <br />contract, and the repayment of a Port Performance Grant to the Commonwealth <br />of Virginia in an amount equal to funds previously paid by APM Terminals to the <br />City for that purpose. : <br />Vision Principle Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> The appropriation is necessary to provide for unbudgeted expenditures: <br />$250,000 for repayment of a Port Performance Grant, $108,936 for storage of data from <br /> <br />the body cameras, and $50,000 for the City Manager Contract. <br /> <br />Discussion: <br /> <br /> Port Performance Grant: In 2008, the City and APM Terminals received <br />$500,000 from the Governor’s Opportunity Fund. In 2012, APM was notified that they <br />had not met all the Grant’s conditions and they must return $250,000. APM returned the <br />monies to the City, but the monies were not returned to the State. The City must return <br /> <br />the money. <br /> <br /> Data Storage for Body Cameras: The body cameras were purchased in FY2015, <br />but a contract needs to be awarded for e-evidence or data storage. These dollars were <br /> <br />not budgeted. This is an annual cost that will be budgeted in future years. <br /> <br /> <br /> City Manager Contract: $50,000 is needed to fund the new contract for FY2016. <br /> <br /> Contracts may not be executed and repayment may not be made without this <br /> <br />appropriation. <br /> <br />Financial Impact: <br /> <br /> This will decrease the General Fund unassigned fund balance. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an ordinance to accept and appropriate and authorize expenditure of <br />$408,936 in the FY2016 General Fund Operating Budget. Vision Principle: Efficient and <br />Responsive Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will take the necessary steps to allocate the funds for <br /> <br />the above projects. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO APPROPRIAE $408,936 IN THE FY 2015-16 GENERAL FUND <br />T <br />OPERATING BUDGET FROM THE FY 2015-16 GENERAL FUND UNASSIGNED <br />FUND BALANCE TO PROVIDE FUNDING FOR BODY CAMERA DATA STORAGE, <br />THE CITY MANAGER CONTRACT, AND THE REPAYMENT OF A PORT <br />PERFORMANCE GRANT TO THE COMMONWEALTH OF VIRGINIA IN AN AMOUNT <br />EQUAL TO FUNDS PREVIOUSLY PAID BY APM TERMINALS TO THE CITY FOR <br />THAT PURPOSE.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
