September 22, 2015 <br /> <br />Discussion: <br /> <br /> The services offered by the Portsmouth Department of Behavioral Healthcare <br />Services (PDBHS) are directed to those citizens who are in need. The recipients of the <br /> <br />said services are: <br /> <br /> <br /> Individuals with severe mental illnesses <br />o <br /> <br /> Individuals with chronic substance use disorders <br />o <br /> <br /> Individuals with intellectual disabilities <br />o <br /> <br /> Infants and toddlers with developmental disabilities <br />o <br /> <br /> <br /> The PDBHS provides a variety of services consistent with the grant’s goal of <br />supportive housing for chronically homeless individuals and families with severe mental <br /> <br />illness, chronic substance use disorders, intellectual disabilities, and/or HIV/AIDS: <br /> <br /> Case Management <br />o <br /> Medication Management <br />o <br /> Psychosocial Rehabilitation <br />o <br /> Mental Health Skill Building Services <br />o <br /> Substance Abuse Services <br />o <br /> Monitoring and administering the Shelter Plus Grant in conjunction with the city <br />o <br /> <br />Financial Impact: <br /> <br /> The Supportive Housing component of the grant requires local cash match in the <br /> <br />amount of $17,350. <br /> <br /> The appropriation of this grant will not increase the Behavioral Healthcare <br />. <br />Services Fund <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Implementation and/or continue the services that effectively support the <br />Supportive Housing and Shelter Plus Care Program grants. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A SUPPORTIVE HOUSING PROGRAM GRANT IN THE <br />AMOUNT OF $69,013 FROM THE U.S. DEPARTMENT OF HOUSING AND URBAN <br />DEVELOPMENT AND APPROPRIATING SAID FUNDS IN THE FY 2015-16 GRANTS <br />FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE <br />SERVICES TO PROVIDE ASSISTANCE TO ELIGIBLE CHRONICALLY HOMELESS <br />PORTSMOUTH RESIDENTS.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 346 - Adoption of a resolution designating the City of Portsmouth as an <br />Urban Development Area and finding that said designation is consistent with the <br />intent of Section 15.2-2223.1 of the Code of Virginia of 1950, as amended. <br />Vision <br />Principles: Neighborhoods and a Sense of Community, and a Robust Economy <br />for Working Men and Women. <br /> <br />Background: <br /> <br /> As part of an ongoing effort to promote economic development and promote the <br />coordination between transportation and land use planning, the Virginia General <br />Assembly has continued to support programs and policies within its transportation <br />agencies that promote UDAs. <br /> <br /> <br /> <br /> <br /> <br />
