198 <br /> <br />February 24, 1987 <br /> <br /> 87-72 getter from the City Manager recommending adoption of <br />a resolution to appolnt viewers for the closing of Lane Place. <br /> <br /> "Reubin Manning has made application to close two portions of <br />Lane Place between Williams Street and Butler Street and from Butle' <br />Street to the end o~ the declared portion of Lane Place. Notice of <br />the Application and the Request for the appointment of Viewers has <br />~een duly advertised as required by law. <br /> <br /> I recommend adoption of the resolution to appoint viewers as <br />zhe next step in this street closure process." <br /> <br /> On motion of Mrs. Webb ~nd seconded by Mr. Gray, the £ollowing <br />~esolution was adopted, and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR CLOSING OF A PORTION <br />OF LANE PLACE. <br /> <br /> WHEREAS, Reubin Manning has made application to vacate, close <br />~nd discontinue the hereinafter-described portion of Lane Place, an <br />it appearing that Notice of Applicatzon and Request for the Appoint- <br /> ent of Viewers has been duly advertised as required by law. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that Richard D. Ottavio, James Moss, Clinton <br />J. Fortune, Matthew L. Peanort and L. A. Clarke be appointed viewers <br />and that Emerson Smith and dames L. Linehan be appointed alternate <br /> riewers in the event one of the preceeding viewers fails to patti- )ate, said viewers-to view the hereinafter-described portions of <br /> ;aid street and ro report ro this Council in writing in~'onvenience <br /> result in vacating and closing the following: <br /> <br />LANE PLACE <br /> <br /> Parcel I: That portion of Lane Place lying between <br />the eastern right-of-way line of Butler Street on the <br />west and the eastern terminus of Lane Place pn the east. <br /> <br /> Parcel II: That portion of Lane Place lying between <br />the western right-of-way line of Butler Street on the <br />east, and the eastern right-of-way line of Williams Street <br />on the west." <br /> <br /> Ayes: Corprew, Gray, Lucas, Simpson, Webb, Holley <br /> Nays: None <br /> <br /> 87-73 Letter from the City Manager recommending adoption of <br /> -esolution expressing the support of Council for the City of Ports- <br /> louth for the allocation of 100 nursing home beds to be located <br /> lthin the City of Portsmouth. <br /> <br /> "A request has been made that the City provide a recommenda- <br />tion regarding the granting of a 100-bed nursing home facility in <br /> ~stern Tidewater. <br /> <br /> The attached resolution has been prepared which supports <br />locating the 100-bed facility in Portsmouth." <br /> <br /> Councilp~rson Lucas stated that she sould abstain on Item 87-71 <br />inasmuch as she is Executive Director of STOP and interested in the <br />matter. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Simpson, the follow- <br />resolution was adoFted, and by the following vote: <br /> <br /> <br />
