Brown as the City's <br /> ~tor of Emergency Services, and was adopted by unanimous vote <br /> <br /> 87-70 Letter from the City Manager recommending adcption of <br />ordinance to amend the City Code by changing voting places to <br /> ate the handicapped. <br /> <br /> "Yhe Electoral Board of the City of Portsmouth has requested <br />that the Council amend the City Code to relocate nine nrecincts in <br />the City primarily because of the ne;essity of having ~roper <br />bility for handicapped voters. Pursuant to the requirements of the <br />~ode of Virginia the City Attorney has caused to be advertised <br />~f the proposed changes and the appropriate ordinance accomplishing <br />same has been placed on the Agenda for your consideration. Upon <br />~doption, the City Attorney will take the ~cessary s~e~s to request <br /> ~roval of the change by the Department of Justice in accordance <br /> the Voting Rights Act. <br /> <br /> I recommend adoption of the attached ordinance pursuant to the <br />uest of the Electoral Board." <br /> <br /> On metier of Mr. <br />ordinance was adopted <br /> the following vote: <br /> <br />Gray and seaonded by Mrs. Lucas, the followin <br />on first and final reading, and was adopted <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTIONS 9-83, 9-84, 9-87, 9-89, <br />9-91, 9-93, 9-96 AND 9-101 THEREOF, PERTAINING TO VOTING <br />PLACES FOR PRECINCTS 19, 20, 22, 23, 25, 27, 30, 33, AND <br />38°" <br /> <br />Ayes: Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br /> 89-71 Letter from the City Manager recommending adoption of <br />~rdinance to amend the City Code to change the traffic pattern on <br />King Street to two-way. <br /> <br />"Mr. Ben Adderholdt with Meredith Construction has requested <br />~hat a portion of King Street adjacent to the Commerce.._Building be <br /> to two-way operation. According to Mr. Adderholdt the <br /> e in the circulation pattern will allow Commerce Bank improved <br /> to its "drive through tellers and parking area". <br /> <br /> The City's Director of Public Works, as well as the City's <br /> !fic Engineer have reviewed this request and are of the opinion <br /> two-way traffic would allow all users along this corridor to <br />be able to enter or exit their destination easier than they could <br />if it remained one-way. M. M. Crockin Furniture and Leggett would <br />still be allowed to park in the rear of their buildings to load and <br /> <br /> Staff recommends that this sect~n of King Street be returne~ <br />to two-way operation and I concur with this recommendation." <br /> <br /> On motion of Mrs. Lucas and secondeJ by Mr. Simpson, the fo <br />lng ordinance was adopted on first and final reading, and was ad <br />oy the following vote: <br /> <br />"AN ORDINANCE TO A~'IEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY REPEALING SECTIONS 23-182.1 AND 23-192.1 <br />PERTAINING TO KING STREET WEST OF CRAWFORD STREET AND AN <br />UNNAMED SERVICE ROAD BETWEEN COUNTY STREET AND KING STREET." <br /> <br />Ayes: Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br /> <br />
