199 <br /> <br />February 24, 1987 <br /> <br />"A RESOLUTION EXPRESSING tHE SUPPORT OF THE COUNCIL OF <br />THE CITY OF PORTSMOUTH FOR THE ALLOCATION OF 100 NURSING <br />HOME BEDS TO A LOCATION WITHIN THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the City of Portsmouth's population constitutes twel~ <br />(12%) percent of the Southeastern Region's popfilat]on, which popula- <br />tion includes sixteen (16%) of the region's elderly and Twenty-one <br />(21%) percent of the region's indigent; and <br /> <br /> WHEREAS, Portsmouth has be~n identifieJ by the Virginia Depart <br />ment of Health as having an inadequate number of nursing home beds <br />to serve its elderly and indigent population; and <br /> <br /> WHEREAS, Alliance Life Care Corporation has indicated a desire <br />to build a one hundred (100) bed nursing home facility on Cavalier <br />Boulevard in the City of Portsmouth and there are no other proposed <br />facilities in that area of the City which will provide similar care <br />for the elderly; and <br /> <br /> WHEREAS, the location Of the proposed facility is accessible <br />to residents because of its close proximity to the bus route with <br />transit services available approximately every one-half hour; and <br /> <br /> WHEREAS, this proposed facility would generate eighty-five (85 <br /> obs for Portsmouth residents as well as generate real property, <br /> usiness personal property, utility and business license taxes for <br />the City; and <br /> <br /> WHEREAS, in accordanae with the apolicable orovisions of the <br />State law pertaining to the issuance of-Ceriific~tes of Public Need <br />an application for the one hundred (100) nursing home beds h~s been <br />submitted ~o the State Health Commissioner. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth supports the allocation of one hundred (100) nursRng hom~ <br />beds ~o a location within the City of Portsmouth and endorses the <br />application of Alliance Life Care Corporation subject to its obtain. <br />· ng an approval of a Zoning Use Permit as required by the provision~ <br />of the Code of the City of Portsmouth." <br /> <br />Ayes: Corprew, Gray, Simpson, Webb, Holley <br />Nays: None <br />Abstaining: Lucas <br /> <br /> 87-74 - Letters ~from the City Manager recommending adoption of <br />a motion to grant the refunds as listed below: <br /> <br />1.
