The local plan mnst be <br />submitted, reviewed and found to be 'substantially in compliance' <br /> the Federal Emergency Management Agency Guidelines. The City <br /> .s being required ~o submit its Plan for review and comment no <br />later than March 1, 1987. The purpose of this interim review is to <br />~ise the local governments of the specific actions required to <br />bring our Plans into compliance before the October 1, 1988 deadline. <br /> <br /> Donald E. Brown, the City's Director for Communications and <br /> ~ency Services is coordinating the preparation and up-dating of <br />Emergency Operation Plan with the relevant plans and programs <br />the federal and state government, the Plan will be issued under <br />the authority and in accord with the provisions of the Commonwealth <br />of Virginia Emergency Services and Disaster Law of 1973, and it re- <br /> uires several compcnents to fully achieve the goals of comprehen- <br /> ~ve and integrated emergency management. These comnoents begin <br /> ith the legal authority for the establishment of the Program and <br /> he enclosed amendment to the City Code, prepared by the City <br /> ztorney, establishes the authority for the Emergency Operation <br /> aris in accordance with the Virginia Emergency Services and Disast <br /> [aw of 1973. <br /> <br /> I, therefore, recommend the adoption of the amendment to the <br />%ity Code as well as a motion concurring with my designation of <br /> Brown as the City's Coordinator of Emergency Services. <br /> <br /> a) On motion of Mrs. Webb and seconded by Mrs. Lucas, the <br />following ordinance was adopted on first and final reading, and <br />sy the followmng vote: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, AS AMENDED, BY ADDING TO CHAPTER 2 THEREOF, <br />ARTICLE XXIII PERTAINING TO THE EMERGENCY SERVICES AGENCY." <br /> <br />Ayes: Corprew, Gray, Lucas, Simpson, Webb, Holley <br />Nays: None <br /> <br /> <br />
