<br />George L. Hanbury, City Manager, Steven Lieberman, City

<br />]hrist, opened the meeting with prayer, followed by the Fledge of
<br />Allegiance to the Flag.

<br /> Motion of Mr. Simpson and seconded by Mrs. Webb, minutes of
<br />the special meeting of February 10, 1987; minutes of the regular
<br />meeting of February 10, 1987; and minutes of the special meeting of
<br />February 17, 198-, to be approved as received, and was adopted by
<br />unanimous vote.

<br />to Industrial M-1-K Conditional, approyed on
<br />first reading at the Public Hearing of
<br />February 10, 1987, was taken up and read.

<br />resolution was adopted on final reading, and by the following vote:

<br /> DISTRICT CONVOCATION OF UNITED HOLY CHURCH OF AMERICA,
<br /> INC. TO OPERATE A CHIIDCARE CENTER AT THE FO~ER TRUXTUN
<br /> ELEMENTARY SCHOOL.
<br /> WHEREA>, the Virginia District Convocation of United Holy Churc
<br />of America, Inc. by Jasper T. Davis, consultant, has made applicatic
<br />pursuant to §40-75 (b) of the Code of the City of Portsmouth,
<br />Virginia, 1973, for the granting of a use permit to operate a child-
<br />care center; and
<br />
<br /> WHEREAS, the applicant and Planning Director have done 11
<br />things required to be done in connection with said application; and
<br />
<br /> WHEREAS, the Planning Commission has recommended the granting
<br />~f said use permit; and
<br />
<br /> WHEREAS, the Council of the City of Portsmouth, Virginia adopt-
<br />~d a resolution on June 24, 1986 (UP-85-16) granting a use p~rmit
<br />to the applicant for a smaller daycare center on the same site and
<br />the appli[ant has revised his plan and relocated the daycare facilil
<br />
