September 8, 2015 <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $750 FROM KEEP <br />VIRGINIA BEAUTIFUL AND APPROPRIATING SAID FUNDS IN THE FY 2015-16 <br />WASTE MANAGEMENT FUND FOR THE PURPOSE OF PURCHASING AND <br />INSTALLING RECYCLING CONTAINERS AT NTELOS PAVILION.” <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 324 - Adoption of an ordinance accepting a grant in the amount of $5,073 <br />from the Virginia Department of Criminal Justice Services and appropriating said <br />funds in the FY 2015-16 Grants Fund to provide funding to operate local <br />Probation and Pretrial Services in the City of Portsmouth. <br />Vision Principle: <br /> <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br /> <br /> <br /> The Community Corrections & Pretrial Services Program has been continually <br /> <br />funded by the state since 1995. It is a diversion from incarceration program. <br /> <br /> This state funding allows us to provide quality supervision to non-violent <br />offenders and defendants in the community and directly impact the jail population. <br /> <br />Discussion: <br /> <br /> The Department of Criminal Justice Services has made available an additional <br />$5,073 in the personnel line item for the 2% base salary increase for full-time state <br />funded local positions. This is for full-time state funded CCCA and PSA employees and <br />effective September 1, 2015 for FY 2016 to provide these services locally. <br /> <br /> This increases the total award to $550,023 in state general funds. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no local match and no obligation for continued funding from the City of <br /> <br />Portsmouth. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
