September 8, 2015 <br /> <br />WHEREAS, <br /> the City Council adopted an updated Floodplain Management Plan <br />on October 12, 2010; and <br /> <br />WHEREAS <br /> , in compliance with the federal floodplain management plan revision <br />requirements, the City Council received a presentation concerning the purpose of the <br />Plan revision and the proposed schedule on August 23, 2014; and <br /> <br />WHEREAS, <br /> the City Council appointed a Flood Task Force comprised of <br />representatives from city staff, public agencies, citizens, and the media on September <br />23, 2014; and <br /> <br />WHEREAS, <br /> after a five month period of meetings and input from the Flood Task <br />Force, a revised Floodplain Management Plan incorporating the input received has <br />been prepared; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby approves and adopts the above-referenced revised Flood <br />Management Plan. <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized and directed <br />to take such additional measures as may be required to continue the City’s membership <br />” <br />in the National Flood Insurance Program’s Community Rating System Program. <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />15 - 323 - Adoption of an ordinance accepting a grant in the amount of $750 from <br />Keep Virginia Beautiful and appropriating said funds in the FY 2015-16 Waste <br />Management Fund for the purpose of purchasing and installing recycling <br />containers at nTelos Pavilion. : <br />Vision Principle Efficient, Responsive <br /> <br />Government. <br /> <br />Background: <br /> <br /> As part of the Keep Portsmouth Beautiful initiative, the Waste Management and <br />Recycling Division of the Department of General Services applied for a grant from Keep <br />Virginia Beautiful to purchase and install recycling containers at nTelos Pavilion. <br /> <br /> As part of this year’s Earth Day celebrations, Keep Virginia Beautiful awarded <br />Portsmouth a grant of $750 for this purpose. <br /> <br />Discussion: <br /> <br /> nTelos pavilion sees thousands of concert goers each season and a lot of <br /> <br />containers and other items that are recyclable are sold at the concession stands. <br /> <br /> Installing recycling containers at the Pavilion will decrease the amount of waste <br /> <br />going to SPSA and lower our waste disposal costs. <br /> <br /> We anticipate purchasing multiple containers for the Pavilion to be installed in <br /> <br />different locations to encourage patrons to recycle. <br /> <br />Financial Impact: <br /> <br /> No direct expense. Undetermined amount of savings through diversion of <br />recyclable materials. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
