September 8, 2015 WHEREAS, the City Council adopted an updated Floodplain Management Plan on October 12, 2010; and WHEREAS , in compliance with the federal floodplain management plan revision requirements, the City Council received a presentation concerning the purpose of the Plan revision and the proposed schedule on August 23, 2014; and WHEREAS, the City Council appointed a Flood Task Force comprised of representatives from city staff, public agencies, citizens, and the media on September 23, 2014; and WHEREAS, after a five month period of meetings and input from the Flood Task Force, a revised Floodplain Management Plan incorporating the input received has been prepared; NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby approves and adopts the above-referenced revised Flood Management Plan. BE IT FURTHER RESOLVED that the City Manager is authorized and directed to take such additional measures as may be required to continue the City’s membership ” in the National Flood Insurance Program’s Community Rating System Program. Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None - City Manager’s Report - 15 - 323 - Adoption of an ordinance accepting a grant in the amount of $750 from Keep Virginia Beautiful and appropriating said funds in the FY 2015-16 Waste Management Fund for the purpose of purchasing and installing recycling containers at nTelos Pavilion. : Vision Principle Efficient, Responsive Government. Background:  As part of the Keep Portsmouth Beautiful initiative, the Waste Management and Recycling Division of the Department of General Services applied for a grant from Keep Virginia Beautiful to purchase and install recycling containers at nTelos Pavilion.  As part of this year’s Earth Day celebrations, Keep Virginia Beautiful awarded Portsmouth a grant of $750 for this purpose. Discussion:  nTelos pavilion sees thousands of concert goers each season and a lot of containers and other items that are recyclable are sold at the concession stands.  Installing recycling containers at the Pavilion will decrease the amount of waste going to SPSA and lower our waste disposal costs.  We anticipate purchasing multiple containers for the Pavilion to be installed in different locations to encourage patrons to recycle. Financial Impact:  No direct expense. Undetermined amount of savings through diversion of recyclable materials. Recommended Action:  Adoption of the ordinance. Vision Principle: Efficient, Responsive Government. Next Steps Following Council Action:  Recycling containers will be purchased and installed at nTelos Pavilion.
