September 8, 2015 <br /> <br />- New Business - <br /> <br />15 - 326 - Boards and Commissions <br /> <br />Dr. Edmonds offered the following nominations: <br /> <br />Portsmouth Redevelopment & Housing Authority <br /> <br />Joe Fleming to be reappointed to fill a four year term ending August 31, 2019. <br /> <br />Southeastern Alcohol Safety Action Program <br /> <br />Ursula Murphy to be reappointed to fill a three year term ending September 30, 2018. <br /> <br />Supplemental Retirement Board <br /> <br />David Harrington to be reappointed to fill a four year term ending September 30, 2019. <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Cherry, to close nominations, and <br />the above nominations were adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 327 - Items Submitted by Council Members <br /> <br />Motion by Mr. Cherry, and seconded by Dr. Whitaker, to add an item to the <br />agenda, and was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Moody, Whitaker, Wright <br />Nays: Psimas <br /> <br />Motion by Mr. Cherry, and seconded by Dr. Edmonds, to amend Section XXIII <br />Closed Meetings of the City Council Rules of Order and Procedure to add Item B to that <br />Section to read as follows: <br /> <br />“The confidentiality of matters discussed in closed session shall not be violated by any <br />City Council Member nor anyone else in attendance, e.g. the City Manager, City <br />Attorney, City Clerk, City Auditor, and City Assessor nor by any of their <br />representatives. No audio or visual recording devices shall be permitted to be used in a <br />closed session. <br /> <br />Any Council member or person violating the confidentiality of a closed session or using <br />a recording device during a closed session shall be subject to censure, a fine of not less <br />than $1500 and/or reprimand by a majority vote of the City Council.” <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to City Council <br /> adding of items to the agenda without proper notification to the citizens. <br /> <br />2. Coleman Young, 602 North Street, asked that City Council not rush to judgement <br /> and allow opportunity for citizens input on items that are going to be on the agenda. <br /> <br />The motion was adopted by the following vote: <br /> <br />Ayes: Cherry, Edmonds, Whitaker, Wright <br />Nays: Moody, Psimas <br /> <br /> Mayor Wright informed City Council and citizens of the retirement of Pastor Tom <br /> <br />Potter of Pinecrest Baptist Church. <br /> <br />15 - 328- Report on Pending Items <br /> <br />There were no pending items. <br /> <br /> <br /> <br /> <br />
