September 8, 2015 - New Business - 15 - 326 - Boards and Commissions Dr. Edmonds offered the following nominations: Portsmouth Redevelopment & Housing Authority Joe Fleming to be reappointed to fill a four year term ending August 31, 2019. Southeastern Alcohol Safety Action Program Ursula Murphy to be reappointed to fill a three year term ending September 30, 2018. Supplemental Retirement Board David Harrington to be reappointed to fill a four year term ending September 30, 2019. Motion by Dr. Edmonds, and seconded by Mr. Cherry, to close nominations, and the above nominations were adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Psimas, Whitaker, Wright Nays: None 15 - 327 - Items Submitted by Council Members Motion by Mr. Cherry, and seconded by Dr. Whitaker, to add an item to the agenda, and was adopted by the following vote: Ayes: Cherry, Edmonds, Moody, Whitaker, Wright Nays: Psimas Motion by Mr. Cherry, and seconded by Dr. Edmonds, to amend Section XXIII Closed Meetings of the City Council Rules of Order and Procedure to add Item B to that Section to read as follows: “The confidentiality of matters discussed in closed session shall not be violated by any City Council Member nor anyone else in attendance, e.g. the City Manager, City Attorney, City Clerk, City Auditor, and City Assessor nor by any of their representatives. No audio or visual recording devices shall be permitted to be used in a closed session. Any Council member or person violating the confidentiality of a closed session or using a recording device during a closed session shall be subject to censure, a fine of not less than $1500 and/or reprimand by a majority vote of the City Council.” 1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to City Council adding of items to the agenda without proper notification to the citizens. 2. Coleman Young, 602 North Street, asked that City Council not rush to judgement and allow opportunity for citizens input on items that are going to be on the agenda. The motion was adopted by the following vote: Ayes: Cherry, Edmonds, Whitaker, Wright Nays: Moody, Psimas Mayor Wright informed City Council and citizens of the retirement of Pastor Tom  Potter of Pinecrest Baptist Church. 15 - 328- Report on Pending Items There were no pending items.
