July 14, 2015 <br /> <br />Discussion: <br /> <br /> <br /> This program was first implemented in 2000. <br /> <br />Financial Impact: <br /> <br /> <br /> The Department of Behavioral Healthcare Services has agreed to pay half of the <br />salary and fringe benefits ($27,493.00) of the case manager for the program. <br /> <br /> <br />Staff Recommends: <br /> <br /> Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING GRANT FUNDING IN THE AMOUNT OF $165,000 FROM <br />THE OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF <br />VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2015-16 GRANTS FUND <br />TO BE EMPLOYED BY THE THIRD JUDICIAL DISTRICT CIRCUIT COURT FOR THE <br />PORTSMOUTH ADULT DRUG TREATMENT COURT.” <br /> <br />Ayes: Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br />Abstained: Cherry (His wife is an employee of the Drug Court) <br /> <br />15 - 262 - Adoption of an ordinance accepting Four for Life Program grant funds <br />in the amount of $72,620.08 from the Virginia Department of Health, Office of <br />Emergency Medical Services and appropriating said funds in the FY 2014-15 <br />Grants Fund for use by the Department of Fire, Rescue and Emergency Services. <br />Vision Principles: Neighborhoods and a Sense Community. <br /> <br />Background: <br /> <br /> The Four for Life program, as amended in 2008, stipulates that an additional <br />$4.25 be charged and collected at the time of registration of each passenger vehicle, <br />pickup and panel truck. <br /> <br /> <br /> The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be <br />used only for emergency medical services. <br /> <br />Discussion: <br /> <br /> This grant allows for the purchase of necessary equipment and supplies in <br />support of the Portsmouth Fire, Rescue and Emergency Services (PFRES) medical <br /> <br />service delivery. <br /> <br /> <br /> This funding source also allows for the training of PFRES personnel. <br /> <br />Financial Impact: <br /> <br /> <br /> These grant funds require no match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Purchase EMS Equipment, supplies and training in support of PFRES <br />operations. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br /> <br />
