<br />At a Regular Meeting of the City Council on Tuesday, July 14, 2015, there were
<br />present:
<br />
<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, Interim
<br />City Manager J. Brannon Godfrey, Jr., Interim City Attorney Cheran D. Cordell.
<br />
<br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the
<br />Pledge of Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Dr. Edmonds, and seconded by Mr. Meeks, to approve the minutes of
<br />a Called Meeting of June 22, 2015, of a Called Meeting of June 23, 2015, of a Regular
<br />Meeting of July 23, 2015, and of a Called Meeting of July 8, 2015, and was adopted by
<br />the following vote:

<br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright
<br />Nays: None
<br />
<br /> Mayor Wright announced that Dr. L. Pettis Patton had been chosen, unanimously, by
<br />
<br />City Council as the new City Manager.
<br />
<br /> Mayor Wright asked Stephanie Morales, Commonwealth’s Attorney, to provide an
<br />
<br />update on the investigation into the police involved shootings.

<br />- Public Hearing -
<br />
<br />15 - 260 - Public hearing on a rezoning application:
<br />
<br />(a) Z-15-04 HATTONSVILLE - Request of Elton T. Majette to rezone 0.428
<br />acres from General Mixed Use (GMU) to Light Industrial (IL) to
<br />allow an auto sales and major repair facility, including body work, to
<br />occupy the premises located at 3900 Garwood Ave. The property
<br />is designated in the Mixed Use Corridor area on the
<br />Comprehensive Plan Future Land Use Map. T. Vision Principle: A
<br />Robust Economy for Working Men and Women.

<br />There were no speakers.

<br />Motion by Mr. Meeks, and seconded by Mr. Moody, to concur with the
<br />recommendation of the Planning Commission that Z-15-04 be approved on first reading,
<br />and was adopted by the following vote:

<br />- City Manager’s Report -
<br />
<br />15 - 261 - Adoption of an ordinance accepting grant funding in the amount of
<br />$165,000 from the Office of the Executive Secretary of the Supreme Court of
<br />Virginia and appropriating said funds in the FY 2015-16 Grants Fund to be
<br />employed by the Third Judicial District Circuit Court for the Portsmouth Adult
<br />Drug Treatment Court.

<br /> The Portsmouth Adult Drug Treatment Court was established to serve as an
<br />intensive treatment program for the purpose of treating nonviolent felony offenders who
<br />are dependent upon drugs and/or alcohol.
