July 14, 2015 <br /> <br />“ORDINANCE ACCEPTING FOUR FOR LIFE PROGRAM GRANT FUNDS IN THE <br />AMOUNT OF $72,620.08 FROM THE VIRGINIA DEPARTMENT OF HEALTH, <br />OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 263 - Adoption of an ordinance accepting a hazmat team equipment, exercise, <br />and training grant in the amount of $30,000 from the Virginia Department of <br />Emergency Management and appropriating said funds in the FY 2015-16 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services Hazmat <br />Team. <br />Vision Principle: Neighborhoods and a Sense of Community. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has awarded the <br />City of Portsmouth $30,000 in the 2016 Haz-Mat Team Equipment, Exercise, and <br />Training Grant. <br /> <br /> The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br /> <br />Discussion: <br /> <br /> All expenditures must qualify under the grant guidelines. <br /> <br /> This funding is instrumental in developing hazardous materials response <br />capabilities for Portsmouth’s Hazardous Materials Team; lead City for the Southside <br />Regional Hazardous Materials Team. <br /> <br />Financial impact: <br /> <br /> These grant funds require no cash match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Move forward to achieve grant goals. <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A HAZMAT TEAM EQUIPMENT, EXERCISE, AND <br />TRAINING GRANT IN THE AMOUNT OF $30,000 FROM THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID <br />FUNDS IN THE FY 2015-16 GRANTS FUND FOR USE BY THE DEPARTMENT OF <br />FIRE, RESCUE AND EMERGENCY SERVICES HAZMAT TEAM.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: <br /> <br />- New Business - <br /> <br />15 - 264 - Boards and Commissions <br /> <br />Dr. Edmonds offered the following nominations: <br /> <br />Behavioral Healthcare Services Advisory Board <br /> <br />Beverly Franklin to be reappointed to a three year term ending June 30, 2018. <br /> <br />Sharon Moore to be reappointed to a three year term ending June 30, 2018. <br /> <br /> <br /> <br /> <br />
