March 10, 1987 <br /> <br />installed across from his house, and requested that action be taken <br />to make a decision in thirty (30) days on correcting the problems <br />that exist in the Highland-Biltmore area. Also, stated that water <br />lines on the cit)- side of the meters were broken and the residents <br />were char~ed $162.50 on their water bill. <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Webb, that the City <br />)~anager and Mayor meet with representatives of the Highland-Biltmor~ <br />area as soon as possible, and was adopted by unanimous vote ($-0). <br /> <br /> 87-90 Paul Leister, 723 Vermont Avenue, spoke in support of <br />~ayor Holley. <br /> <br /> 87-91 Louise A. DeVere, 108 Middle Stmeet, representing <br />Downtown Portsmouth Association, presented the followin~ resolution <br /> <br /> I~H~R~AS~, ~4ayor James,.~. ~Holley, -tlI~has s'uccessful~madeL <br />extraordinary efforts~to enhance the' image or,the City of'Pc, rtsmout] <br />and <br /> <br /> WHEREAS, the Mayor's activities have made valuable <br />to improving the quality of life of all our citizens by <br />our overall economic well-being; ~nd <br /> <br />con~ributiol <br />promoting <br /> <br /> WHEREAS, the Mayor's services as the City's official ambassado <br />have r~ghtly earned for him the gratitude of the business and pro- <br />fessional community as well as that of citizens at large; and <br /> <br /> THEREFORE, We, the Downtown Portsmouth Association, do hereby <br />acknowledge Mayor James A. Holley's contribution on beha~of the <br />the City of Portsmouth and hereby express our vote of confidence <br />in his ability to serve as Mayor; and futhermore, we pledge our <br />continuing support for the Mayor's capable leadership. Signed by <br />Louise Albertson DeVere, Secretary, adopted by the Downtown Por~s- <br />mcuth Association, March 10, 1987." <br /> <br /> 87-92 --Alan Flanders, 64 Hopkins Street, Newport News[ VA, <br />representing Portsmouth Historical Association, spoke concerning <br />Crawford Plantation site and presented the following proposal: <br /> <br /> 1. The City of Portsmouth add to all construction agreements <br />henceforth from this da~e that will occur within the boundary of <br />the Portsmouth Waterfront and the Historic District commly called <br />"Olde Towne" which shall also include the area once known as "New <br />Towne" adjacent to the Shipyard boundary wall and adjacent to the <br />downtown tunnel that was one "Gander Creek". A statement indicatin <br />that the construction site is in or near a designated historic area <br />and that the likeliho3d of uncovering historic artifacts o~ the <br />18th and 19th centuries is good and that before construction begins <br />all workmen on the site be informed of this by reading the above <br />and asking from them that if what can be reasonably construed as <br />historic materials are uncovered that Portsmouth Museums officials <br />~nd officials of the Portsmouth Historical Association be contacted <br />immediately so that these materials or artifacts can be retrieved <br />before they are destroyed or otherwise lost. <br /> <br />and <br /> <br />that the City will work in an offical capicity neither to h~lt <br />expensive construction projects nor violate state or local ~rdinanc <br />regarding historic sites. <br /> <br /> but rather act <br /> <br />in cooperation between museum and Historic Association members and <br />private contractors so that the artifact-legacy of our forbearers <br />shall not be lost but retrieved and displayed in a place of honor <br />as the physical evidence of those who came before us. <br /> <br /> <br />
