All historic artifacts found within the construction pro- <br /> ect are the property of the City of Portsmouth, Virginia and must <br /> handed over to Museum and Historic Association officials, repre- <br />sented by Mrs. Alice Hame, Curator of the Portsmouth Naval Shipyard <br />Museum and President of the Portsmouth Historic Association or by <br />those officially appointed by her within 24 hours of the artifact <br />discovery. <br /> <br /> Motion of Mr. Simpson and <br />Manager and City Attorney look <br />an historical commission and a <br />by unanimous vote. <br /> <br />seconded by Mrs. Webb, that the City <br />into what is necessary to establish <br />report be furnished, and was gdopted <br /> <br /> 87-93 F. C. Williamson, 2100 Wyoming Avenue, spoke in suppor~ <br />of Mayor Holley and that guidelines be set up for Council as to <br /> <br /> 87-94 Robert Baker, 1520 Carson Crescent E., complimented <br />Mayor Holley on his activities for the betterment of Portsmouth. <br /> <br /> 87-95 - George M. Rose, 6407 Portsmouth Boulevard, representin <br /> es Manor Civic League, spoke regarding new assessment on real <br />estate and reducing tax rate. <br /> <br /> 87-96 - Motion of Vice Mayor Webb and seconded by Mr. Simpson, <br />that a committee be appointed to draft guidelines for travel for <br />Council in the future, and that travel be curtailed, at city's <br />expense, until those guidelines can be recommended from the committe <br />to Ccuncil, and was adopted by unanimous vote (5-0). <br /> <br /> 87-97 - Motion of Mrs. Lucas and seconded by Mrs. Webb, suspend <br />the rules for citizen to speak, and was adopted by unanimous vote <br />(s-O). <br /> <br />John Wallace, 957-C Suburban Parkway, spoke in support of <br />'or Holley, concerns on curbs, gutters, drainage, sewer lines, <br />and sidewalks, and apoi~tment of School Board members by popular <br />cote.
