Tom Willcox, 1409 Cooper Circle, Virginia Beach, representing arm Fresh, Inc., spoke in support of the application. Motion of Mr. Simpson and seconded by Mrs. Lucas, to concur in the recommendation of the Planning Commission, Z 87-8 to rezone ~roperty generally located at the northwest corner of George Washin ton Highway and Victory Boulevard, from Preservation P-1 and rial R-75-K to Commercial [-2 and Preservation PUl, and the followi~ ~rdinance was approved on first reading, and was adopted by unanimo~ cote (5-0): "ZONING ORDINANCE AMENDMENT Z 87-3" (b) GHP 87-3 CHURCHLAND NEIGHBORHOOD: Group housing profect application of Associated Churchland Investors, by Ronald Ripley of 3R&W, Inc., contract owner and developer, for 12 garden- type apartment buildings containing 196 unit on property located east of Twin Pines Road. north of the Seaboard Coast Line Railroad. J. S. Livesay, Jr., Attorney, 301 Columbia Street, re~resentin 3R&W, Inc., concurred with the recommendation of the City Manager, defer GHP 87-3 for two weeks. Motion of Mrs. Webb and seconded by Mr. Simpson, to defer 87-3 to the meeting of March 24, 1987, as recommended by the Manager, and was adopted by unanimous vote (5-0). (c) GHP 86-17 TRUXTUN NEIGHBORHOOD: Group housing proje application of Jean M. Davis and Redevelopment and Housing Authority, by Jasper T. Davis, consultant, for 152- type apartments on land on the north side of Elliott Avenue and west of Frederick Boulevard. Motion of Mrs. Webb and seconded by Mr. Simpson, that GHP 86-17 ~o be deferred to the meeting of April 14, 1987, as recommended by the City Manager, and was adopted by unanimous vote (5-0). UNFINISHED BUSINESS 87-65 the following ordinance approved on first reading at the regular meeting of February 24, 1987, was taken up and read: "AN ORDINANCE TO APPROPRIATE S186,261 FROM THE CAPITAL IMPROVEMENT FUND FOR MISCELLANEOUS SCHOOL RENOVATION AND RESTORATION PROJECTS."
