<br />At a regular meeting Of the City Council held on Tuesday,
<br />I987, there were present:
<br />
<br /> James W. Holley, III,~E.G. Corprew, Jr.,
<br /> L. Louise Lucas, J. M~rbert Simpson, Gloria O. Webb,
<br /> George L. Hanbury, II, City Manager, Steven Lieberman,
<br /> City Attorney.
<br /> Absent: Jack P. Barnes, J. Robert Gray
<br /> Rev. Damon E. Wyatt, Pastor of Sweethaven Baotist Church,
<br />opened the meeting with prayer, followed by Pledge of Allegiance
<br />to the Flag.
<br />
<br /> Motion of Mr. Simpson and seconded by Mrs. Webb, minutes of
<br />the special meeting of February 4, 1987; minutes of the called
<br />meeting of February 24, 1987; and minutes of the regular meeting of
<br />February 24, 1987, to be approved as received, and was adopted by
<br />
<br /> 87-80 Roy W. Cherry, Directar of Finance, was recognized for
<br />having received an Award for Distinguished Budget Presentation from
<br />the Government Finance Officers Association (GFOA).

<br />87-81 Public Hearing was held on the following:
<br />
<br />1. Urban Homesteading Program
<br />2. Rental Rehabilitation Program
<br />
<br />Mayor Holley presented the following remarks:
<br />
<br />(1) "A Public Hearing is scheduled this evening so that we ~ay hea~
<br />your comments on the proposed expansion of the Urban Homesteading
<br />Program. Notice of this Public Hearing was published in the Sunday,
<br />March 1, 1987 issue of the CURRENTS. This Public Heariflg provides
<br />an opportunity for the City Counc-]-i- to hear your input prior to mak-
<br />ing a final decision.
<br />
<br /> The Urban Homesteading Program was previously approved by City
<br />Council on January 22, 1985. Since the program was adopted, one
<br />house has been acquired and made available to a lower income Ports-
<br />mouth family. To ensure greater success, it is proposed to ~xpand
<br />the program from the original eleven neighborhoods of Victor[ Park/
<br />Lincoln Gardens, Brighton, Prentis Park, Uptown, Park View, ~radock
<br />Highlands, Academy Park, Truxtun, Mount Hermon, and Twin Pin~s; and
<br />add the neighborhoods of ~ast Park View, West Park View, and ~bony
<br />Heights. As eligible VA and HUD foreclosed properties becom~ avail
<br />able in the fourteen communities, the City will be able to m~ve mor~
<br />quickly to acquire them for lower income homeownership. Each citiz~
<br />wishing to comment on tonight's program will be allowed five to do
<br />SO.-

<br /> The Rental Rehabilitation Program has enabled investors and
<br />owners to rehabilitate over 10~ units of detsriorated rental proper~
<br />for approximately 259 lower income residents in B~ighton, Cradock,
<br />Park View, Prentis Park and Truxtun. The oroposed expansion into
