Vision Principles: Bold New Directions, Thriving <br />Neighborhoods and a Sense of Community, and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will complete the necessary budget adjustments. <br /> <br /> The full implementation of the Fishing Pier construction will began according to <br /> <br />schedule. <br /> <br />1. Mark Geduldig-Yatrofsky, P. O. Box 50141, spoke in opposition to this item. <br /> <br />2. Donna Sayegh, 3104 Garland Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $187,500 FROM THE <br />VIRGINIA PORT AUTHORITY AND APPROPRIATING SAID FUNDS IN THE FY <br />2015-16 GRANTS FUND FOR THE CONSTRUCTION OF A FISHING PIER AT CITY <br />PARK.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 226 - Adoption of an ordinance to appropriate $130,000 in the FY 2014-15 Golf <br />Fund from the Unassigned Fund Balance of the FY 2014-15 General Fund for <br />operating expenses and repairs at the golf courses operated by the City. <br />Vision <br />Principle: Quality of Life. <br /> <br />Background: <br />- <br />The City changed its business model and accounting for its municipal-owned golf <br />courses in July 2014 in which all revenue from the golf course reverted to the City, this <br />includes golf lessons, the Pro Shop, and the rental of the Pavilion. This change <br />coincided with our elimination of the donations account funding of business-type <br />activities and appropriating the revenues and expenses in the appropriate operating <br />budget in FY 15. <br /> <br />Discussion: <br />- <br />Because of the change in its business model, the City experienced unforeseen <br />expenses at the Bide-a-Wee Golf Course with the purchase of the Pro Shop inventory <br />from the previous golf professional and keeping the Pro Shop stocked. <br />- <br />In addition, the City had to purchase new furniture for the bar and grill section of <br />the Club House because the furniture was owned by the previous vendor. <br />- <br />We made unanticipated repairs to the club house and the driving range. <br />- <br />These expenses were not part of the original adopted 2015 budget. <br /> <br />Financial Impact: <br /> <br /> The transfer of the $130,000 from the General Fund Unassigned Fund Balance <br />will reduce the City’s reserve. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
