June 9, 2015 <br /> <br />Discussion: <br /> <br /> The ordinance authorizes the acceptance of the additional grant funding and the <br />matching funds to be provided by ERP, and grants the City Manager the authority to <br />execute the grant agreement and an agreement for the ERP funding. The grant <br />application commits the City to: project funding; retaining Park property to be used for <br />outdoor public recreation in perpetuity; compliance with federal, state and local laws; <br /> <br />and receiving public comment on the application. <br /> <br /> The ERP and the City have planned capital improvements in Phase II which are <br />eligible for 50% funding by LWCF. ERP will provide the balance of the required funding. <br />The improvements include the kayak canoe launch, the pervious parking expansion and <br /> <br />the pavilion. <br /> <br />Financial Impact: <br /> <br /> <br /> There is no City cash match required. The cash match of $118,930 will be paid <br />by the Elizabeth River Project. <br /> <br />Staff Recommends: <br /> <br /> Adoption of the ordinance to accept and appropriate the grant funding and the <br />ERP funding. Vision Principles: Bold New Directions, Neighborhoods and a Sense of <br />Community, and Lifelong Learning Community. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Finance will complete the necessary budget adjustments. <br /> <br /> The full implementation of the Paradise Creek Improvements will began <br /> <br />according to the schedule. <br /> <br />Motion by Ms. Psimas, and seconded by Dr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE (A) ACCEPTING A GRANT IN THE AMOUNT OF $118,930 FROM <br />THE LAND AND WATER CONSERVATION FUND AND APPROPRIATING SAID <br />FUNDS IN THE FY 2014-15 GRANTS FUND, (B) APPROPRIATING $118,930 TO BE <br />RECEIVED FROM THE ELIZABETH RIVER PROJECT IN THE FY 2014-15 GRANTS <br />FUND, AND (C) AUTHORIZING THE EXECUTION OF AGREEMENTS FOR THE <br />RECEIPT OF THE GRANT FUNDS AND THE ELIZABETH RIVER PROJECT FUNDS <br />AND THE USE OF SAID FUNDS TO PERFORM IMPROVEMENTS TO PARADISE <br />CREEK NATURE PARK.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 225 - Adoption of an ordinance accepting a grant in the amount of $187,500 <br />from the Virginia Port Authority and appropriating said funds in the FY 2015-16 <br />Grants Fund for the construction of a fishing pier at City Park. Vision Principles: <br /> <br />Bold New Directions, Neighborhoods and a Sense of Community, and Lifelong <br />Learning Community. <br /> <br />Background: <br /> <br /> In September of 2014, the Department of Parks, Recreation & Leisure Services <br />completed a grant request to construct a 220 foot fishing pier at City Park. <br /> <br /> Also in accordance with the grant requirements, two subsequent presentations <br />were made to the Virginia Port Authority to present the grant request and provide <br />supplemental information on the use of the fishing pier and target audience for the <br />enhancement. <br /> <br />Discussion: <br /> <br /> The Virginia Port Authority approved the allocation of $187,500 at their May 19, <br />2015 Board Meeting to construct the fishing pier at City Park. The Department of Parks, <br />Recreation, and Leisure Services will administer the local grant to complete this project. <br /> <br /> <br /> The resolution accepts and appropriates the grant funding. <br /> <br />Financial Impact: <br /> <br /> <br /> <br /> There is no City cash match required to receive this funding. <br /> <br /> <br /> <br />
