June 9, 2015 <br /> <br />“ORDINANCE TO APPROPRIAE $130,000 IN THE FY 2014-15 GOLF FUND FROM <br />T <br />THE UNASSIGNED FUND BALANCE OF THE FY 2014-15 GENERAL FUND FOR <br />OPERATING EXPENSES AND REPAIRS AT THE GOLF COURSES OPERATED BY <br />THE CITY.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Wright <br />Nays: Whitaker <br /> <br />15 - 227 - Adoption of an ordinance to appropriate $219,174 of telephone <br />commission revenue in the FY 2015-16 General Fund Operating Budget for the <br />Sheriff’s Department to fund part-time positions and other operating expenses. <br />. <br />Vision Principle: Efficient, Responsive Government <br /> <br />Background: <br /> <br /> The Portsmouth Sheriff's Office receives a commission from the Inmate <br />Telephone System. Currently, when these dollars are received they are placed in a <br />General Fund revenue account. Prior to FY2015, these dollars were placed in the <br /> <br />Donations Fund. <br /> <br />Discussion: <br /> <br /> These funds are considered public funds and may be used for the operating <br /> <br />budget of the Sheriff at the discretion of the City Council. <br /> <br /> <br /> The $219,174 will be taken from the Donations Fund ($5,199), from new revenue <br />received in FY2015 ($98,975), and from unexpended FY2015 dollars ($115,000). <br /> <br /> $180,000 will be used for part-time employees, and $39,174 will be used for <br />other operating expenses. <br /> <br />Financial Impact: <br /> <br /> There is a minimal financial impact incurred by the City of Portsmouth. <br /> <br />Staff Recommends: <br /> <br /> Adoption of an ordinance to appropriate and authorize expenditure of <br />$219,174.00 in funds as provided to the Sheriff's Office by the Inmate Telephone <br />System. Vision Principle: Efficient and Responsive Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> City Finance will amend the FY2016 Sheriff’s Operating Budget. <br /> <br /> <br />1. Mark Geduldgig-Yatrofsky, P. O.
