221 <br /> <br />March 24, 1987 <br /> <br />"AN ORDINANCE TO APPROPRIATE $30S,750 FROM THE PUBLIC <br />UTILITIES CAPITAL IMPROVEMENT FUND FOR PORTCENTRE <br />IMPROVEMENTS, PHASE I, HARRISON STREET PUMP STATION, <br />LANDSCAPING AND STREET OVERLAY." <br /> <br /> 87-109 Letter from the City Manager recommending adoption of <br />an ordinance to amend Section 21-97 of the City Code pertaining to <br />excessive noise on the Portsmouth Seawall and Riverfront Park. <br /> <br /> "As you are aware, mnny Portsmouth citizens have expressed con- <br />cern regarding the safety, well being and convenience of citizens <br />visiting the Portsmouth Seawall, Riverfront Park, and the adjacent <br />areas. More specifically, the concerns have centered on the abund- <br />mce of skateboard traffic on the Seawall as well as excessive noise <br />:rom loud playing radios. <br /> <br />The City Attorney has prepared code amendments to protect not <br />~nly the aesthetics of our waterfront environment, but the citizens <br />who stroll along the Seawall and enjoy the beauty of the Portsmouth <br />Riverfront Park. <br /> <br /> Your approval will amend Section 5-27 of the City Code to pro- <br />hibit skateboards, bicycles, roller skates, etc. mn this area. <br />Likewise, Section 21-97 of the City Code will have to be amended to <br />specifically reference the Seawall and Riverfronr Park to prohibit <br />excessive noise from radios or recording devices. <br /> <br /> I encourage your approval of the subject code amendments ~or <br />I believe it appropriate to prohibit such activities and in doing <br />so your actions will be consistent with actions taken by other <br />cities that have similar recreational waterfront environment. I, <br />therefore, recommend the adoption of the attached ordinance." <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. SimFson, the roi'- <br />lowing ordinance was adopted on first and final reading, and by the <br />following vote: <br /> <br />"AN ORDINANCE TO ~4END THE CODE OF THE CITY OF PORTSMOUTH. <br />VIRGINIA, t973, BY AMENDING SECTION 21-97 THEREOF BY ADDING <br />THERETO SUBSECTION (M) PERTAINING TO ENUMERATION OF LOUD, <br />DISTURBING AND UNNECESSARY NOISE." <br /> <br />Ayes: Corprew, Gray, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 87-110 Letter from the City Manager recommending adoption of <br />an ordinance to amend Section 5-27 of the City Code pertaining to <br />skateboarding on the Portsmouth Seawall and Riverfront Park. <br /> <br />(See letter under 87-109) <br /> <br /> On motion of Mr. Gray and seconded by Mr. Corprew, the fo <br />lng ordinance, adding Portside Festival site under subsection <br />and (d), was adopted on first and final reading, and by the fo <br />vote: <br /> <br />"AN ORDIN~WCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1973, BY AMENDING SECTION 5-27 THEREOF PERTAIN- <br />ING TO RIDING BICYCLES, ROLLER SKATES Og SKATE BOARDS ON <br />SIDEWALKS, THE SEAWALL AND RIVERFRONT PARK." <br /> <br />Ayes: Corprew, Gray, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> <br />
