March 24, 2015 <br /> <br />“ORDINANCE TO APPROPRIATE $40,325,841 BY CLASSIFICATION TO THE FY <br />2014-15 OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC SCHOOLS <br />SYSTEM TO IMPLEMENT THE FOURTH QUARTER OF THE APPROVED <br />OPERATING BUDGET, TO APPROPRIATE $629,546 IN ADDITIONAL FUNDING <br />FOR EDUCATION, AND TO TRANSFER FUNDS BETWEEN CLASSIFICATIONS.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 128 - Adoption of an ordinance establishing a personal property tax relief <br />percentage of 53% for Calendar Year 2015 personal property tax bills. <br />Vision <br /> <br />Principle: Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> In accordance with the Virginia Personal Property Tax Relief Act (PPTRA), the <br />City is required to annually establish the personal property tax relief percentage to be <br />applied to qualified vehicles. <br /> <br />Discussion: <br /> <br /> <br /> Based on the personal property tax trends in the City of Portsmouth and after <br />discussion between the City Manager, City Treasurer, Commissioner of the Revenue <br />and the City’s Chief Financial Officer, the recommendation is that 53 is the appropriate <br /> <br />percentage of the relief to be applied toward the 2015 personal property taxes. <br /> <br /> Financial Impact: <br /> <br /> The 53% of PPTRA relief proposed for calendar year 2015 is estimated to be <br />approximately equal to the $9,862,962 of relief provided by the State. <br /> <br />Recommended Action: <br /> <br /> Adoption of an ordinance. Vision Principle: Efficient, Responsive Government. <br /> <br />Next Steps Following Council Action: <br /> <br /> Application of the tax relief credit to personal property tax bills will be performed <br />by the City Treasurer’s Office upon adoption of this ordinance. <br /> <br />Motion by Dr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordnance, and was adopted by the following vote: <br /> <br />“ORDINANCE ESTABLISHING A PERSONAL PROPERTY TAX RELIEF <br />PERCENTAGE OF 53% FOR CALENDAR YEAR 2015 PERSONAL PROPERTY TAX <br />BILLS.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 129 - Adoption of an ordinance to amend Chapter 6 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 6-7 thereof pertaining to the <br />promulgation of rules and regulations for the operation of city-owned and city <br />operated piers, wharves, docks, landings, and other water-dependent facilities. <br /> <br />Vision Principle: Quality of Life. <br /> <br />Background: <br /> <br /> In June of 2013, City Council adopted Ordinance No. 2013-34, allowing the City <br />Manager to implement guidelines to govern the mooring of boats and other water craft <br />at North Harbor and the High Street Inlet. <br /> <br /> <br /> Boaters frequently dock at North Harbor and the High Street Inlet during peak <br />boating and tourist seasons. <br /> <br /> <br /> These boaters have a positive impact on the economy of the downtown <br />businesses; however, long stays discourage other boaters, compete with local marinas, <br />and create a potential health hazard because these locations do not have services to <br />properly handle waste disposal. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
