March 24, 2015 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Chief of Police or his designee will provide asset forfeiture management and <br />oversight. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> “ORDINANCE APPROPRIATING THE SUM OF $98,273 IN THE FY 2014-15 ASSET <br />FORFEITURE FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT <br />FOR VARIOUS LAW ENFORCEMENT PURPOSES.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br /> <br />Nays: None <br /> <br />15 - 127 - Adoption of an ordinance to appropriate $40,325,841 by classification to <br />the FY 2014-15 Operating Budget for the Portsmouth Public School System to <br />implement the Fourth Quarter of the Approved Operating Budget, to appropriate <br />$629,546 in additional funding for education, and to transfer funds between <br />classifications. <br />Vision Principle: Efficient, Responsive Government. <br /> <br />Background: <br /> <br /> On May 27, 2014, City Council approved the FY 2014-15 School Board <br />Operating Budget of $161,303,358, and adopted the first quarterly budget appropriation <br />of $40,325,841. City Council adopted the second quarterly appropriation on September <br />23, 2014 and the third quarterly appropriation on December 9, 2014. <br /> <br /> Funding for the fourth quarter of the School Budget, from April 1, 2015 – June 30, <br />2015, must now be appropriated. <br /> <br /> The Schools will receive additional state funding of $413,616, and $215,930 in <br />reimbursements from PMA for monies previously held in escrow. <br /> <br /> The School Board also requests a realignment of $418,256 between <br />classifications of appropriation. <br /> <br />Discussion: <br /> <br /> Beginning with the FY 2014-15 Budget, City Council is making quarterly <br />appropriations of the Portsmouth Public School budget. <br /> <br /> These appropriations will be made in conjunction with quarterly financial reports <br />from the School Board to City Council. <br /> <br /> The fourth quarterly appropriation covers the period of April 1, 2015 – June 30, <br />2015. <br /> <br /> The additional $629,456 received by the Schools will also be included in the <br />appropriation. <br /> <br /> The School Board requests a realignment of $418,256 between classifications of <br />appropriation, which is also reflected in the attached Ordinance. <br /> <br />Financial Impact: <br /> <br /> Funds are appropriated in the City’s FY 2014-15 General Fund to pay for the <br />local contribution to the School System. The attached ordinance implements the fourth <br />quarterly amount of the FY 2014-15 School Operating Budget, appropriates an <br />additional $629,456, and realigns $418,256 between classifications. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance.
