March 24, 2015 <br /> <br />Discussion: <br /> <br /> This ordinance defines the important rules that will govern North Harbor and the <br /> <br />High Street Inlet. <br /> <br /> <br /> The ordinance authorizes the removal of vessels that violate the rules. <br /> <br /> The ordinance includes requirements for anchoring, rafting, vessel size, length of <br /> <br />stay, and discharge of waste, and identifies locations that are available for mooring. <br /> <br /> The City Manager may promulgate additional rules as he deems in the best <br /> <br />interest of the City. <br /> <br />Financial Impact: <br /> <br /> There is no financial impact as a result of this ordinance. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. Vision Principle: Quality of Life. <br /> <br />Next Steps Following Council Action: <br /> <br /> Amendment of City Code. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordnance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND CHAPTER 6 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 6-7 THEREOF <br />PERTAINING TO THE PROMULGATION OF RULES AND REGULATIONS FOR THE <br />OPERATION OF CITY-OWNED AND CITY OPERATED PIERS, WHARVES, DOCKS, <br />LANDINGS, AND OTHER WATER-DEPENDENT FACILITIES.” <br /> <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Whitaker, Wright <br />Nays: None <br /> <br />15 - 130 - Adoption of an ordinance appropriating $458,872 in the FY 2014 – 15 <br />Capital Improvement Fund to update two museum facilities in order to comply <br />with Federal Americans with Disabilities Act requirements. Vision Principle: <br />Quality of Life and Lifelong Learning Community. <br /> <br />Background: <br /> <br /> There are two Museum Facilities that are out of compliance with the Americans <br />with Disabilities Act (ADA) building code standards. <br /> <br /> These two facilities require renovations to bring our Museums into compliance <br />with the ADA standards. <br /> <br /> An appropriation is needed in the City’s Capital Improvement (CIP) Fund, to <br />create two new projects for these renovations. <br /> <br />Discussion: <br /> <br /> Two new CIP projects will be established to renovate Museum facilities that do <br />not meet ADA standards. <br /> <br /> The first project pertains to the handicap ramp at the Portsmouth Community <br />Colored Library. The current ramp structure, installed in 2007, was not constructed to <br />ADA standards for grade and turning radius. The City will install a new ramp with a <br />single rise and a single turn toward the front door, on the south side of the. In addition, <br />a sidewalk with a straight path to the new ramp will connect it with the handicapped <br />parking spaces in the parking lot. <br /> <br /> The total cost of this project is $107,000. Funds for this project will come from <br />the General Fund unassigned fund balance. <br /> <br /> The second project is the installation of ADA-compliant bathrooms at the <br />Portsmouth Naval Shipyard Museum. The bathrooms are original to this 1919 structure, <br />and have 23.5” doorways as well as interiors and fixtures that are not compliant with <br />ADA building codes. A new ADA-complaint unisex bathroom will be installed on the <br />inside west wall requiring the relocation of some of the exhibits. As this will be a fairly <br />extensive renovation, and there is also a need to upgrade the electric system, exhibit <br />lighting and ceiling, the renovation will encompass all elements at once to minimize the <br />impact on the exhibited collection and disruption to operating hours. <br /> <br /> <br /> <br /> <br />
