<br />At a Regular Meeting of the City Council on Tuesday, March 24, 2015, there
<br />were present:

<br />Mayor Kenneth I. Wright, Vice Mayor Elizabeth M. Psimas, William E. Moody, Jr., Paige
<br />D. Cherry, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, Dr. Mark M. Whitaker, City
<br />Manager John L. Rowe, City Attorney George M. Willson.

<br />Dr. Hal Hostetler opened the meeting with a moment of silence for Wendy Ford,
<br />Senior Deputy City Clerk and with prayer, which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Wright called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Mr. Moody, and seconded by Mr. Meeks, to approve the minutes of a
<br />Called Meeting of March 3, 2015, a Regular Meeting of March 3, 2015, a Called
<br />Meeting of March 10, 2015, and a Regular Meeting of March 10, 2015, and was
<br />adopted by the following vote:

<br />- City Manager’s Report -
<br />
<br />15 - 126 - Adoption of an ordinance appropriating the sum of $98,273 in the FY
<br />2014-15 Asset Forfeiture Fund for use by the Portsmouth Police Department.
<br />

<br />Background:
<br />
<br /> The Commonwealth of Virginia, Office of the Attorney General (OAG) approved
<br />The Portsmouth Police Department (PPD) for an Asset Forfeiture Transfer in the
<br />amount of $98,273.
<br />
<br />Discussion:
<br />
<br /> The OAG will directly transfer $98,273 to the PPD addressing the PPD’s law
<br />enforcement needs.
<br />
<br /> A Memorandum of Understanding (MOU) between the OAG and PPD explains
<br />the amount and nature of the transfer approved by the U.S. Department of Treasury.
<br />
<br /> TIME FRAME: These funds shall be spent in no more than 24 months from
<br />receipt of transfer.
<br />
<br />Financial Impact:
<br />
<br />
<br /> The award amount is $98,273.00 of federal asset forfeiture funds for the PPD.
<br />
<br /> The City does not have to provide any cash or in-kind match.
<br />
<br /> The City has no obligation once the transfer has occurred and spent.
<br />
