November 25, 2014 <br />Discussion: <br />• The loss of the Violation Intervention Program, which is funding by this grant, will <br />leave Probation Officers and juveniles, determined by the court to be at-risk, with fewer <br />opportunities for graduated sanctions, accountability and surveillance. <br />• Loss of this program is likely to increase the recidivism rate for juvenile offenders. <br />Financial Impact: <br />• There is a $2,778 local match required that is being provided from the FY15 <br />budgeted Juvenile Court Service Outreach funds. <br />• The additional funds will help to increase the level of services being delivered <br />with minimal financial impact. <br />Recommended Action: <br />• Adoption of an ordinance to approve the appropriation of $27,778 in Juvenile <br />Accountability Block Grant funds to be used for the Violation Intervention Program. <br />Vision Principle: Neighborhoods and a Sense of Community. <br />Next Steps Following Council Action: <br />• The Project Director will ensure the funds are utilized in an appropriate manner <br />and services are rendered to youth as stated. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO ACCEPT $27,778 IN JUVENILE ACCOUNTABILITY BLOCK <br />GRANT FUNDS FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND TO APPROPRIATE SAID SUM IN THE FY 2014-15 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH JUVENILE COURT SERVICES UNIT TO <br />SUPPORT THE VIOLATION INTERVENTION PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 445 -Adoption of an ordinance to amend Chapter 22 of the Code of the City <br />of Portsmouth, Virginia (2006) by amending Sections 22-561 and 22-575 thereof to <br />regulate back-in parking in designated areas. Vision Principle: Efficient, <br />Responsive Government. <br />Background: <br />• The City has designated certain areas in Downtown where motor vehicles must <br />be backed into parking spaces with their rear bumpers close to the curb. <br />Discussion: <br />• While city signage identifies those areas in which back-in parking is required, <br />defense attorneys and the traffic court have questioned whether the city code clearly <br />allows prosecution of violators who park front-first in spaces designated for back-in <br />parking only. <br />• These amendments will clarify that back-in parking is required in designated <br />areas and that parking in any other manner will be a parking violation. <br />Financial Impact: <br />• There is no financial impact to the City. <br />Recommended Action: <br />• Adoption of the proposed ordinance.
