November 25, 2014 <br />- City Manager's Report - <br />14 - 442 -Adoption of an ordinance appropriating in the FY 2014-15 Asset <br />Forfeiture Fund the sum of $6,937 received from the Virginia Department of <br />Criminal Justice Services for use by the Commonwealth's Attorney to <br />supplement salaries, train office staff, and purchase equipment and office <br />supplies. Vision Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The Department of Criminal Justice Services (DCJS), through the asset sharing <br />and agreement program, provides a percentage of funds from the sale of seized <br />property and funds from individuals arrested and convicted for the distribution of <br />Narcotics in The City of Portsmouth. <br />Discussion: <br />• DCJS has provided a set of rules governing the permissible use of such funds for <br />the supplementation of salaries, purchase of equipment, office supplies and training of <br />office staff. <br />Financial Impact: <br />• The allocated funds will assist this office in the supplementing the cost of training, <br />office supplies and equipment and salaries of part-time employees. <br />• No local match funding is required. <br />Recommended Action: <br />• Adoption of an ordinance to approve the appropriation of $6,937.17 to the <br />Commonwealth's Attorney's Office State Asset Forfeiture Account. Vision Principle: <br />Neighborhoods and a Sense of Community. <br />Next Steps Following Council Action: <br />• Transfer funds from Commonwealth's Attorney's Office State Asset Forfeiture <br />Account Revenue line to the Expenditure line. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE APPROPRIATING IN THE FY 2014-15 ASSET FORFEITURE FUND <br />THE SUM OF $6,937 RECEIVED FROM THE VIRGINIA DEPARTMENT OF <br />CRIMINAL JUSTICE SERVICES FOR USE BY THE COMMONWEALTH'S <br />ATTORNEY TO SUPPLEMENT SALARIES, TRAIN OFFICE STAFF, AND <br />PURCHASE EQUIPMENT AND OFFICE SUPPLIES." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 443 -Adoption of an ordinance accepting a Rescue Squad Assistance Fund <br />Grant in the amount of $33,100 from the Virginia Office of Emergency Medical <br />Services and appropriating said amount in the FY 2015 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services to purchase a hydraulic <br />lift system for patient stretchers. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• The Financial Assistance of Emergency Medical Services Grants Program, <br />known as the Rescue Squad Assistance Fund (RSAF) Grant Program is amulti-million <br />dollar matching grant program for Virginia governmental, volunteer and non-profit EMS <br />agencies and organizations to provide financial assistance based on demonstrated <br />need. <br />• The primary goal of this program is to financially assist governmental, volunteer <br />and non-profit EMS agencies to purchase EMS equipment and vehicles and provide <br />needed EMS programs and projects. <br />• The Grant is primarily a reimbursement grant that requires the grantee to make <br />the purchase for the awarded item(s) and then submit an invoice for reimbursement. <br />
