April 14, 198- <br /> <br /> Motion of Mr. Simpson and seconded'by Mrs. Webb, to <br />$525,000 in the School Operating Fund for 15 new school buses, <br />approved on first reading, by unanimous vote. <br /> <br />was <br /> <br /> 87-147 Letter from the City Manager recommending a transfer <br />of $30,000 from the Emergency BudgetContingency Account and authori- <br />zation to enter into an agreement with Paul N. Robert for the <br />operation of a boat ramp at the old Coast Guard Stafion. <br /> <br /> "On March 15, 1987, the City Engineer, in conjunciton with the <br />City's Purchasing Agent and Director of Parks and Recreation, <br />advertised for proposals to operate a temporary boat ramp within <br />the City. As you are aware, this Request for Proposals was brought <br />about due to the City's contractor at City Park notifying the City <br /> ineer that he could not guarantee the June 1,1987 completion <br /> for the boat ramps due to inclement weather (rain). <br /> <br /> The Purchasing Agent opened bids on Monday, March 23, 1987 and <br />zwo proposals were received: <br /> <br />o Paul N. Robert Use of old Coast Guard Base <br />o Kenneth Zuraw/Michael K. Davis Use of Bay <br /> StreetZPRHA property. <br /> <br />A review committee consisting of Pat Coffield, Richard Hartman <br />Lydia Patton and John Grook met to evaluate the proposals and rende~ <br /> ~ff recommendation to me. The Committee judged Mr. Robert's <br /> ~osal as being most responsive to the City's needs, contingent <br /> ~on certain conditions being met (see attached listing). Mr. <br /> ed that it will cost him $110,000 to finance this venture <br />~nd has requested $30,000 from the City as an investment contributio <br />Ihe City Engineer would require final approval of all designs and <br />~lans for the boat ramp, as well as his personal sign-off on all <br />lrawdowns on the $30,000 based on actual invoices for materials <br />ielivered. <br /> <br /> Under normal circumstances I would not have submitted this <br />~roposal to you; ~hDw~r~ based upon boater interest in have a <br /> boat ramp" this summer season, I feel this is the only <br />~lausible alternative when one is considering timing and cost. <br /> <br /> I, therefore, recommend a motion to transfer $30,000 from the <br /> ~ency Budget Contingency Account and authorization to enter int~ <br />agreement with Mr. Paul N. Robert for the operation of a boat <br />ramp at the old Coast Guard Station. Depending upon Mr. Robert's <br />~bility to secure private financing and Army Corps of Engineer's <br /> approval, it will take between six to eight weeks for the <br /> ~oat.ramps to be operational." <br /> <br /> Paul Robert, 356 Broad Street, answered question of Council and <br />~resented his project. <br /> <br /> Motion of Mrs. Webb and seconded by Mrs. Lucas, to transfer <br />;30,000 from the Emergency Budget Contingency Account and authorize' <br />zhe City Manager to enter into an agreement with Paul N. Robert for <br />~he operation of a boat ramp at the old Coast Guard Station, was <br />~pproved on first reading, and adopted by unanimous vote. <br /> <br />NEW BUSINESS <br /> <br /> 87-148 On motion of Mrs. Lucas and seconded by Mrs. Webb, <br />the following resolution was adopted, and by the following vote: <br /> <br /> <br />
