275 <br /> <br />April-t4, 1987 <br /> <br />"A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIL OF <br />THE CITY OF PORTSMOUTH WITH THE OPERATION AND ADMINISTRATION <br />OF THE PORTSMOUTH PUBLIC SCHOOLS. <br /> <br /> W~EREAS, the,members of the Council of the City of Portsmouth, <br />Virginia have dedicated their Administration to improving the <br />quality of life for the citizens of this City and <br /> <br /> WHEREAS, to meet this goal and objective the members of <br />Council have sought to stimulate residential, commercial and <br />industrial economic development and to increase and improve <br />communications with the citizens of our City and <br /> <br />this <br /> <br /> WHEREAS, the members of this Council have become increasingly <br />concerned with the apparent dissension among the citizens of oor <br />City with respect to the operation and administration of the <br />Portsmouth Public Schools, and <br /> <br /> WHEREAS, the issues confronting the School Board have, in <br />the opinion of this Council not been properly addressed by the <br />School Board or its administrative staff, and <br /> <br /> WHEREAS, the failure of the School Board to address the <br />concerns of the citizens of this City has created a lack of <br />confidence among the citizenry with respect to the quality of <br />public education system and <br /> <br />our <br /> <br /> WHEREAS, the loss of confidence in the public education <br />system and the publicity surrounding same have created a detriment <br />impact upon the economic well being of this City and <br /> <br /> WHEREAS, the detrimental impact on our economic well being <br />will ultimately affect the City's ability to continue to provide <br />the increasing amount of funds necessary to provide the services <br />demanded by our citizenry including, but not limited ~o, a <br />quality system of public education and <br /> <br /> WHEREAS, the current state of events has created a concern in <br />the opinion of the members of this Council as to whether the prese~ <br />membership of the School Board are performing their duties and <br />obligations in accordance with their responsibilities to this <br />community. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth that it requests, within thrity days from the d~te <br />of adoption of this resolution, the resignation of those members <br />the School Board appointed by the Council to terms commencing <br />prior to July 1, 1986 in order to permit the appointment of new <br />members so the School Board to assure the objective evaluation of <br />those matters of concern being raised by the public. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereby <br />is, directed to forward a copy of this resolution to the Chairman <br />and members of the Portsmouth School Board." <br /> <br />Ayes: Barnes, Corprew, Gray, Lucas, Simpson, Webb <br />Nays: Holley <br /> <br /> 87-149 Councilman Gray requested that Portsmouth co-sponsor <br />with the SVPDC a symposium on hazardous waste. <br /> <br /> Motion of Mr. Barnes and seconde~ by Mrs. Webb to concmr with <br />Councilman Gray's request, and was adopted by unanimous vo~e. <br /> <br /> <br />
