C, Michael Baker, Pastor of <br />the meeting with prayer, followed by <br />Flag. <br /> <br /> Mayor Holley welcomed all visitors <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Webb, minutes of thc <br />called meeting of March 24, 1987; minutes of the regular meeting of <br />March 24, 1987; minutes of the special meeting of April 3, 1987; <br />and minutes of the special meeting of April 7, 1987, to be approved <br />as received, and was adopted by unanimous vote. <br /> <br /> 87-131 Peter Colson, Chairman of the Sister Cities <br /> a plaque to the City from the USS Chesapeake, USS <br /> and CSS Virginia, honoring the historical significance <br />City of Portsmouth. <br /> <br />Cc <br /> of the <br /> <br /> 87-131(a) - Mayor Holley recognized a group of government <br /> ;tudents from the High Schools. <br /> <br /> 87-131[b)7~lMAyom_Hotley announced that a proclamation proclai~ <br />April 24, 1987 as "Let Freedom Ring Day" had been adopted, and <br />commended the Portsmouth Woman's Club, Cradock Woman's Club, Richar¢ <br />Dale Woman's Club, Churchland Woman's Club, and the Junior Woman's <br />Club of Portsmouth, for their interest in honoring the Ccnstitution' <br />{ic6ntennial. <br /> <br />87-132 Public Hearing on use permit applicaticns: <br /> <br /> (a) Use Permit UP 87-7 BRIGHTON NEIGHBCRHOOD: Use permit <br />~lication-of Pentecostal Workers of Christ, by Pastor James H. <br />Coppage, for a group home for adults as 2503 Deep Creek Boulevard. <br /> <br />No one spoke. <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Webb, to concur in <br />the recommendation of the Planning Commission, Z 87-7 for a group <br />home for adults at 2503 Deep Creek Boulevard, and was approved on <br />first reading, and was adopted by unanimous vote. <br /> <br />(b) Use Permit UP 87-8 <br /> <br />CAVALIER MANOR NEIGHBORHOOD: Use <br />permit application of Sweetbriar <br />Development Corporation, by J. Greg~ <br />Dodd, agent, for a church at 3547 <br />Victory Boulevard. <br /> <br /> Greg Dodd, 139 Grayson Street, representing applicant, spoke <br />in support of th~ application, and agreed to the conditions from <br />the Planning Commission except for Condition "C" and requested it <br />oe removed as no street improvements would be required. <br /> <br /> Motion of Mrs. Nebb and seconded by Mrs. Lucas, that UP 87-8, <br />th the removal of Condition "C", f~r~a church at'3547 Vict6ry <br /> be approved on first reading, and was adopted by unanimot <br /> <br />Y <br /> <br /> <br />
