October 28, 2014 <br />Recommended Action: <br />• Adoption of the Resolution Vision Principles: Neighborhoods and a Sense of <br />Community and a Robust Economy for Working Men and Women. <br />Next Steps Following Council Action: <br />• Submit resolution to VDOT. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION SUPPORTING PARTICIPATION IN THE VIRGINIA DEPARTMENT <br />OF TRANSPORTATION FISCAL YEAR 2016 REVENUE SHARING PROGRAM FOR <br />THE REPLACEMENT OF THE CHURCHLAND BRIDGE (NORTHBOUND LANES). <br />WHEREAS, the planned replacement of the Northbound Lanes of the <br />Churchland Bridge is estimated to cost $35.5 million; and <br />WHEREAS, the City of Portsmouth desires to submit an application for an <br />allocation of funds in the amount of $5,000,000 through the Virginia Department of <br />Transportation Fiscal Year 2016 Revenue Sharing Program; and <br />WHEREAS, these funds are requested to partially fund construction costs for the <br />Churchland Bridge (Northbound Lanes) project and will be supplemented with City <br />Capital Improvement funds and funds from other sources. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby supports the application for an allocation of $5,000,000 through <br />the Virginia Department of Transportation Revenue Sharing Program. <br />BE IT FURTHER RESOLVED that the City Manager or his designee is <br />authorized to execute project administration agreements for any approved revenue <br />sharing projects." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 417 -Adoption of a motion to accept an allocation of dive equipment valued <br />at $3,500 from the Virginia Port Authority to expand the Police Department's <br />capabilities. Vision Principles: Change and New Directions and Leading <br />Maritime Center. <br />Background: <br />• By nature of their mission, the Port of Virginia Maritime Incident Response Team <br />(MIRY) has a keen interest in the success of our dive unit. <br />• "MIRY supports regional law enforcement and fire department dive team <br />operations through the organization of training opportunities, allowing the diver's level of <br />certification to be raised to Public Safety Diver, and the funding of additional mission <br />critical equipment through federal grants." <br />• The Port of Virginia is currently revising all property and operating agreements <br />and will include law enforcement in the revisions. <br />• The Standard Operating Guide (SOG) is also under revision and it will be an "all <br />hazards response" document including the use of police and fire dive assets. The hope <br />is that the Portsmouth Fire and Police Departments will be a part of the MIRY. <br />• This VPA donated dive equipment comes from a VPA awarded Urban Area <br />Security Initiative (UASI) Grant. <br />Discussion: <br />• The PPD short-term goal is to revive our dive unit and to comply with Emergency <br />Response Diving International (ERDI) standards. <br />• The PPD will use the allocated dive equipment to outfit the reconstituted dive <br />team. <br />• The equipment was given to us in good faith that we will be standing up an ERDI <br />compliant dive unit that would be similar to other police dive units in the region. <br />
