October 28, 2014 <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION SUPPORTING PARTICIPATION IN THE VIRGINIA DEPARTMENT <br />OF TRANSPORTATION FISCAL YEAR 2016 REVENUE SHARING PROGRAM TO <br />BEGIN THE DESIGN PROCESS FOR THE REPLACEMENT OF THE PARADISE <br />CREEK BRIDGE. <br />WHEREAS, the planned replacement of Paradise Creek Bridge is estimated to <br />cost $8.6 million; and <br />WHEREAS, the City of Portsmouth desires to submit a revenue sharing <br />application for an allocation of $250,000 through the Virginia Department of <br />Transportation Fiscal Year 2016 Revenue Sharing Program; and <br />WHEREAS, these funds are requested to begin the design process for <br />replacement of the bridge. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby supports the application for an allocation of $250,000 through the <br />Virginia Department of Transportation Revenue Sharing Program. <br />BE IT FURTHER RESOLVED that the City Manager or his designee is <br />authorized to execute project administration agreements for any approved revenue <br />sharing projects." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 416 -Adoption of a resolution supporting participation in the Virginia <br />Department of Transportation FY 2016 Revenue Sharing Program for the <br />replacement of the Churchland Bridge (Northbound Lanes). Vision Principle: <br />Neighborhoods and a Sense of Community and a Robust Economy for Working <br />Men and Women. <br />Background: <br />• The Replacement of the Churchland Bridge project is currently under design. <br />• The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br />Discussion: <br />• VDOT issues a call to localities to submit Revenue Sharing applications for <br />qualifying projects in advance of their upcoming budget. <br />• City staff identifies projects and submits the required applications and other <br />supporting materials to VDOT for consideration. <br />• This project has previously received Revenue Sharing funds for design, right of <br />way clearance and construction. <br />• The City is seeking to secure additional funding for the construction of this <br />project. <br />• A resolution from City Council outlining the request to participate and its support <br />of the project identified for funding from the Revenue Sharing program is required to <br />complete the application process. <br />Financial Impact: <br />• The construction estimate for this project is approximately $35.5 million. The City <br />of Portsmouth is requesting $5 million at this time. <br />• The City must provide a $5 million match. This requires a $5 million commitment <br />in the City CIP. <br />• City staff is continuing to work with the Virginia Department of Transportation to <br />identify federal funds for this project. <br />
