October 28, 2014 <br />Discussion: <br />• A portion of this grant will be used for materials and supplies to promote ongoing <br />litter prevention and recycling efforts by the Waste Management Division. <br />• Monies from this grant will also be used to maintain existing pet waste stations <br />and to promote stormwater outreach activities relating to proper disposal of yard waste, <br />etc. <br />• This is the fourth consecutive year that the City of Portsmouth has received funds <br />from this grant. <br />Financial Impact: <br />• There is no requirement for matching funds. There is no financial impact to the <br />City of Portsmouth. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community and Quality of Life. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordnance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A VIRGINIA LITTER AND RECYCLING GRANT FROM <br />THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY IN THE AMOUNT <br />OF $16,243 AND APPROPRIATING SAID FUNDS IN THE FY 2014-15 GRANTS <br />FUND TO PROMOTE LITTER PREVENTION, RECYCLING EFFORTS, AND <br />STORMWATER AND WASTE MANAGEMENT PROGRAMS." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 415 -Adoption of a resolution supporting participation in the Virginia <br />Department of Transportation FY 2016 Revenue Sharing Program for the <br />replacement of the Paradise Creek Bridge. Vision Principles: Neighborhoods <br />and a Sense of Community and a Robust Economy for Working Men and Women. <br />Background: <br />• The Paradise Creek Bridge is a structurally deficient bridge with a sufficiency <br />rating of 18.7. <br />• The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br />Discussion: <br />• VDOT issues a call to localities to submit Revenue Sharing applications for <br />qualifying projects in advance of their upcoming budget. <br />• City staff identifies projects and submits the required applications and other <br />supporting materials to VDOT for consideration. <br />• This revenue sharing application will allow the City to start the design process for <br />replacing the bridge. <br />• A resolution from City Council outlining the request to participate and its support <br />of the project identified for funding from the Revenue Sharing program is required to <br />complete the application process. <br />Financial Impact: <br />• The preliminary estimate -design, right of way clearance, and construction - is <br />$8, 600, 000. <br />• The City must provide a $250,000 match if this application is approved by VDOT. <br />This requires a $250,000 commitment in the City CIP. <br />Recommended Action: <br />• Adoption of the Resolution Vision Principles: Neighborhoods and a Sense of <br />Community and a Robust Economy for Working Men and Women. <br />Next Steps Following Council Action: <br />• Submit resolution to VDOT. <br />
