• These unspent funds represent one-time monies. Both prudent financial
practices and City Council financial policies state that one-time monies should only be
used for one-time expenditures. As such, I recommend that City Council request the
School Board to use the reappropriated funds for one-time bonuses rather than raises,
which incur an ongoing cost. The City does not have the financial capacity to add $1.7
million to its ongoing local share of School funding and maintain existing City services.
A one-time bonus will not change the above classification amounts.
Financial Impact:
• The appropriation will increase the funding in the Fiscal Year 2014 -2015
Portsmouth Public Schools Operating Budget.
Recommended Action:
• Adoption of an ordinance to re-appropriate $1.7 million to the Schools. Vision
Principles: Quality of Life and Lifelong Learning Community.
Next Steps Following Council Action:
• Finance will complete the necessary budget adjustments.
and to support the Circuit Court Drug Court Program. Vision Principle: Change
and New Directions; Efficient, Responsive Government.
