Both prudent financial <br />practices and City Council financial policies state that one-time monies should only be <br />used for one-time expenditures. As such, I recommend that City Council request the <br />School Board to use the reappropriated funds for one-time bonuses rather than raises, <br />which incur an ongoing cost. The City does not have the financial capacity to add $1.7 <br />million to its ongoing local share of School funding and maintain existing City services. <br />A one-time bonus will not change the above classification amounts. <br />Financial Impact: <br />• The appropriation will increase the funding in the Fiscal Year 2014 -2015 <br />Portsmouth Public Schools Operating Budget. <br />Recommended Action: <br />• Adoption of an ordinance to re-appropriate $1.7 million to the Schools. Vision <br />Principles: Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Finance will complete the necessary budget adjustments. <br />1. Pat Simons, 801 Mimosa Road, spoke in opposition to this item. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO REAPPROPRIATE THE SUM OF $1,761,812 IN UNSPENT FUNDS <br />FROM THE PORTSMOUTH PUBLIC SCHOOLS FY 2013 - 2014 OPERATING FUND <br />TO ITS FY 2014 -15 OPERATING BUDGET." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 388 -Adoption of an ordinance accepting a grant in the amount of $76,595 <br />from the U.S. Department of Justice-Bureau of Justice Assistance and <br />appropriating said funds in the FY 2014-15 Grants Fund to purchase equipment <br />and to support the Circuit Court Drug Court Program. Vision Principle: Change <br />and New Directions; Efficient, Responsive Government. <br />Background: <br />• The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $76,595 from the Department of Justice (DOJ) - Bureau of Justice <br />Assistance (BJA) to provide funds for specialized equipment along with continued <br />funding to support the Drug Court Program. <br />
