October 14, 2014 <br />• The School Security Equipment Grants will help improve safety and security for <br />students and teachers in Virginia schools and regional education programs. These <br />grants are designed to pay for security equipment, including video monitoring systems, <br />metal detectors, electronic-access controls, visitor-identification systems, and <br />communications systems providing direct links between schools and law enforcement <br />agencies. <br />Discussion: <br />• Under the School Security Equipment Grants, the Portsmouth School Board was <br />awarded $28,156 for needed security upgrades at the following schools: Churchland <br />Academy, Churchland High, Churchland Middle, Cradock Middle, I. C. Norcom High, <br />Victory Elementary, William E. Waters Middle, and Woodrow Wilson High. <br />• The School Security Equipment Grants require a 25% local match ($7,039) which <br />is being provided through the General Fund of the Portsmouth Public Schools. <br />Financial Impact: <br />• The appropriation of $28,156 will increase the funding in the Fiscal Year 2014 - <br />2015 Portsmouth Public Schools Operating Budget. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Quality of Life and Lifelong Learning <br />Community. <br />Next Steps Following Council Action: <br />• Finance will complete the necessary budget adjustments. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE APPROPRIATING THE SUM OF $28,156 IN THE OTHER FUNDS - <br />GRANTS FUND PORTION OF THE FY 2014-15 EDUCATION FUND TO FUND <br />SECURITY EQUIPMENT UPGRADES." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 387 -Adoption of an ordinance to increase the FY 2014 -15 Operating Budget <br />for the Portsmouth Public Schools by $1,761,812 and to appropriate said one-time <br />for employee compensation. Vision Principles: Quality of Life and Lifelong <br />Learning Community. <br />Background: <br />• Virginia State Code Section 22.1-100 states that all unspent appropriations lapse <br />at the end of the fiscal year. <br />• As part of its adopted budget ordinance, City Council requires that unspent <br />appropriations must be re-appropriated by Council before spending. <br />Discussion: <br />• The Portsmouth Public School Board has identified $1,761,812 of unspent funds <br />from its Fiscal Year 2013 - 2014. This amount includes the $500,000 that was <br />appropriated by City Council on May 13, 2014 to cover project budget shortfalls. <br />• The Portsmouth Public School Board would like to use these funds to provide a <br />2% pay increase to its employees. On September 25, 2014, the Portsmouth School <br />Board passed a resolution requesting that City Council reappropriate the unspent funds <br />into the following categories for operating activity for the Fiscal Year 2014 -2015 to <br />provide increased compensation for its employees: <br />
