October 14, 2014 <br />- City Manager's Report - <br />14 - 385 -Adoption of an ordinance accepting a grant in the amount of $80,433 <br />from the Virginia Department of Social Services and appropriating said funds in <br />the FY 2014-15 Grants Fund for use by Social Services clients to obtain and retain <br />employment. Vision Principles: Neighborhoods and a Sense of Community, <br />Quality of Life and Lifelong Learning Community. <br />Background: <br />• The Commonwealth of Virginia via the Department of Social Services has <br />awarded grants for Employment Advancement for Temporary Assistance to Needy <br />Families (TANF) participants. The City of Portsmouth Department of Social Services <br />(PDSS) is asub-recipient of grant funds awarded to the Virginia Beach Department of <br />Human Services in an aggregate amount of $295,368. The amount allocated to PDSS <br />is $80,432.65. <br />• PDSS has been a grant recipient and participant in this program since 2001. <br />• During the past four year period from 2010 to 2014, PDSS serviced 182 clients <br />as a result of the grant funding. <br />Discussion: <br />• The primary goal is to assist clients to become employed, retain employment or <br />obtain wage increases. These goals support the purpose of helping financially stabilize <br />individuals and families as they advance toward self-sufficiency. A focus and emphasis <br />will be directed toward the development of strong families by encouraging maintenance <br />and formation of safe and stable two parent families. <br />Financial Impact <br />• This grant's proceeds will fund apart-time Licensed Professional Counselor, a <br />consultant position. Additionally, it will fund services to include psychological <br />evaluations/testing, certain in-home services, job development and placement for <br />disabled clients, job retention services, wage advancement incentives and incentives for <br />completion of the Fatherhood course. The grant does not have a match requirement. <br />All goals will be accomplished without the use of City funds, thus no impact upon the <br />General Fund. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principles: Neighborhoods and a Sense of <br />Community, Quality of Life and Lifelong Learning Community. <br />Next Steps Following Council Action: <br />• Services will be implemented and/or initiated. <br />Motion by Mr. Meeks, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $80,433 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />FUNDS IN THE FY 2014-15 GRANTS FUND FOR USE BY SOCIAL SERVICES <br />CLIENTS TO OBTAIN AND RETAIN EMPLOYMENT." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 386 -Adoption of an ordinance appropriating the sum of $28,156 in the Other <br />Funds -Grants Fund portion of the FY 2014-15 Education Fund to fund security <br />equipment upgrades. Vision Principles: Quality of Life and Lifelong Learning <br />Community. <br />Background: <br />• As part of its Fiscal Year 2014 -2015, the Commonwealth of Virginia has <br />established several grant opportunities which includes the School Security Equipment <br />Grants. <br />
