October 14, 2014 <br />c. Z-14-02 DOWNTOWN -Request of the City of Portsmouth's Economic <br />Development Authority to rezone approximately 3.5 acres on the <br />northeast corner of Effingham Street and Lincoln Street from <br />Downtown (D-1 ); sub-district T-5, to General Mixed Use with <br />conditions (GMU-K) to accommodate redevelopment of the <br />property for commercial uses. The property is designated as Mixed <br />Use Employment on the Generalized Future Land Use Map in the <br />City's Comprehensive Plan. These properties are addressed as <br />1711 & 1811 Effingham Street and 710 Lincoln Street. Vision <br />Principle: A Robust Economy for Working Men and Women. <br />There were no speakers. <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that Z-14-02 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />d. Z-14-05 SIMONSDALE SUBDIVISION -Randy Leitner requests a rezoning <br />to allow for a reception facility addition to an existing structure on <br />the property at 5100 Portsmouth Boulevard. The property is <br />currently zoned High Density Urban Residential, URH. The <br />proposed zoning is Neighborhood Mixed Use, NMU. The <br />Comprehensive Plan's Generalized Future Land Use Map <br />recommends a mixed use corridor. Vision Principle: A Robust <br />Economy for Working Men and Women. <br />There were no speakers. <br />Motion by Mr. Moody, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that Z-14-05 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />e. UP-14-14 VICTORY VILLAGE -Request of Larae Tucker for a use permit to <br />construct a 7-Eleven convenience store with gasoline sales on the <br />northeast corner of Greenwood Drive and Victory Boulevard, also <br />referenced as 3500 Victory Boulevard. The property is designated <br />in a Mixed Use Employment area on the Future Land Use Plan in <br />the City's Comprehensive Plan. Vision Principle: A Robust <br />Economy for Working Men and Women. <br />1. Joe Wright, 1451 Welcome Road, spoke in support of this item. <br />2. Stephen Romine, 999 Waterside Drive, spoke in support of this item. <br />3. Ron Bernal, 1404 Bay Berry Place, Chesapeake, spoke in support of this item. <br />4. Kintrell Devin, 515 Water Lilly Road, spoke in support of this item. <br />5.
