October 14, 2014 <br />At a Regular Meeting of the City Council on Tuesday, October 14, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., Danny W. Meeks, City <br />Manager John L. Rowe, Jr., City Attorney George M. Willson. <br />Councilman Curtis E. Edmonds, Sr., opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of September 22, 2014, of a Called Meeting of September 23, 2014 and <br />of a Regular Meeting of September 23, 2014, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />- Public Hearing - <br />14 - 384 -Public hearing on use permit and rezoning applications <br />a. UP-14-11 PARK VIEW - Richelle Scott requests a use permit for a child day <br />care center in asingle-family residence at 1028 Blair Street. The <br />property is zoned Historic Residential, HR. The Comprehensive <br />Plan's Generalized Future Land Use Map recommends mixed use <br />residential. Vision Principle: Lifelong Learning Community and <br />Neighborhoods and a Sense of Community. <br />There are no speakers. <br />Motion by Mr. Meeks, and seconded by Ms. Psimas, to concur with the <br />recommendation of the Planning Commission that UP-14-11 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />b. UP-14-12 OLDE TOWNE - Dawn Richardson requests a use permit to <br />operate a Bed and Breakfast Inn with three (3) guest rooms at 497 <br />North Street in the Olde Towne Historic District. The property is <br />zoned Historic Residential (HR) and is designated as Mixed Use <br />Downtown on the Generalized Future Land Use Map in the City's <br />Comprehensive Plan. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />There are no speakers. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to concur with the <br />recommendation of the Planning Commission that UP-14-12 be approved, and was <br />adopted by the following vote: <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />
