Vision Principles: Change and New Directions, <br />Neighborhoods and a Sense of Community, Quality of Life, and Efficient Responsive <br />Government. <br />Next Steps Following Council Action: <br />• Notify Committee members of appointment. <br />• Establish initial meeting date. <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION CREATING AND APPOINTING MEMBERS OF A TASK FORCE TO <br />DEVELOP A FLOOD PLAIN MANAGEMENT PLAN AND TO SERVE AS A PUBLIC <br />INFORMATION DEVELOPMENT GROUP. <br />WHEREAS, the City of Portsmouth desires to protect its citizens from damage <br />and injury resulting from flooding; and <br />WHEREAS, the federal government has adopted numerous programs to reduce <br />the effects of flood damage; and <br />WHEREAS, the City of Portsmouth is a participating community in good standing <br />in the National Flood Insurance Program and attempts to maximize the City's prating <br />under the Program's Community Rating System ;and <br />WHEREAS, the City is required to adopt a Flood Plain Management Plan <br />("Plan") and to update it every five years; and <br />WHEREAS, the City last updated its Plan in 2010; and <br />WHEREAS, in order to provide a high level of governmental transparency and to <br />maximize the possibility of reduced flood insurance premiums for its citizens, the City <br />has determined that a larger and more diverse task force is needed to develop the <br />updated Plan. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that there is hereby created the Flood Plain Management Plan Task Force <br />whose duty shall be to prepare an updated "Flood Plain Management Plan" in a manner <br />as required by the Community Rating System Coordinators Manual and to serve as a <br />public information development group. <br />BE IT FURTHER RESOLVED that the Task Force shall be composed of the <br />following city staff members: <br />Director of Neighborhood Advancement <br />Neighborhood Advancement, Floodplain Manager <br />Director of Planning <br />Planning Staff <br />City Engineer <br />Director of Public Works <br />Building Official <br />GIS Department Manager <br />Fire Department EMS designee <br />Police Chief designee <br />Director of Marketing and Communications <br />Office of the City Manager, Senior Management Analyst <br />
