September 23, 2014 <br />Discussion: <br />• Beginning with the FY 2014-15 Budget, City Council is making quarterly <br />appropriations of the Portsmouth Public School budget. <br />• These appropriations will be made in conjunction with quarterly financial reports <br />from the School Board to City Council. <br />• The second quarterly appropriation covers the period of October 1, 2014 - <br />December 31, 2014. <br />Financial Impact: <br />• Funds are appropriated in the City's FY 2014-15 General Fund to pay for the <br />local contribution to the School System. The attached ordinance implements the <br />second quarterly amount of the FY 2014-15 School Operating Budget. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Efficient, Responsive Government. <br />Next Steps Following Council Action: <br />• Finance and the Schools will complete the necessary budget adjustments. <br />1. James Bridgeford, 2002 Sawgrass Lane, voiced his concern with the quarterly <br />funding of the School's budget. <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE APPROPRIATING $40,325,841 BY CLASSIFICATION TO THE <br />FISCAL YEAR 2014-15 OPERATING BUDGET FOR THE PORTSMOUTH PUBLIC <br />SCHOOL SYSTEM TO IMPLEMENT THE SECOND QUARTER OF THE ANNUAL <br />BUDGET." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 371 -Adoption of a resolution creating and appointing members of a task <br />force to develop a flood plain management plan and to serve as a public <br />information development group. Vision Principles: Change and New Directions, <br />Neighborhoods and a Sense of Community, Quality of Life, and Efficient <br />Responsive Government. <br />Background: <br />• The City of Portsmouth has developed two Flood Plain Management Plans in the <br />past. These plans were developed relying mainly on internal staff knowledge and <br />opinions and have been useful in guiding activities that reduces flood loses. <br />• The City is required to update the Flood Plain Management Plan every 5 years. <br />• The last update was in 2010. <br />Discussion: <br />• To obtain the maximum credit for the plan and to provide a high level of <br />governmental transparency a more diverse group, including citizen representatives is <br />needed. <br />• In addition to citizen involvement, it is felt that the inclusion of persons from the <br />various military commands, and outside organizations such as Schools, PRHA and the <br />Port Authority will provide a well rounded group. <br />• Because the proposed group meets several requirements of the Community <br />Rating System Program, it is hoped this groups formation and development will result in <br />additional points to increase our overall rating. <br />• This increased point value may result in reduced premiums for citizens with <br />Flood insurance policies in the flood hazard areas of the City of Portsmouth. <br />Financial Impact: <br />• It is anticipated that there will be no additional cost for the creation of this group. <br />
