September 23, 2014 <br />14 - 369 -Adoption of an ordinance accepting a grant in the amount of $5,000 <br />from the Virginia Commission for the Arts and appropriating said funds in the FY <br />2014-15 Grants Fund for use by the Portsmouth Museums to support the "Return <br />of Public Art to Portsmouth" project. Vision Principle: Neighborhoods and a <br />Sense of Community. <br />Background: <br />• The Virginia Commission for the Arts (VCA) annually awards grants for art <br />programs and performances to localities through their Local Government Challenge <br />Grant. <br />• The Director of Museums applied for a grant to the VCA requesting $5,000 to <br />help support The Return of Public Art to Portsmouth project submitted through the City's <br />Cultural Arts grant process by the Supporters of Portsmouth Public Art. <br />Discussion: <br />• In order for the funds to be released, the VCA must receive written confirmation <br />that Portsmouth has fulfilled the matching requirement. <br />• The requirement is met through an appropriation of FY2014-2015 local tax <br />revenues for arts organizations matching or exceeding the amount of the grant. <br />• The City of Portsmouth has exceeded this requirement through its grants to <br />Cultural Arts Organizations. <br />• A letter must be sent to the VCA no later than February 1, 2015 that includes a <br />list of the organizations that received funding and the amount, including the VCA match <br />awarded to each organization. <br />• The corresponding page from the City of Portsmouth's FY2014-2015 budget <br />must be included. <br />Financial Impact <br />• The match has already been met in the current budget. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Next Steps Following Council Action: <br />• The Director of Museums will meet with the officers from the Supporters of <br />Portsmouth Public Art to discuss the grant, the guidelines and deadline for completion <br />of the project. <br />• The Director of Museums will submit the necessary paperwork to VCA on or <br />before the required deadline. <br />Motion by Mr. Edmonds, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $5,000 FROM THE <br />VIRGINIA COMMISSION FOR THE ARTS AND APPROPRIATING SAID FUNDS IN <br />THE FY 2014-15 GRANTS FUND FOR USE BY THE PORTSMOUTH MUSEUMS TO <br />SUPPORT THE "RETURN OF PUBLIC ART TO PORTSMOUTH" PROJECT." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 370 -Adoption of an ordinance appropriating $40,325,841 by classification to <br />the FY 2014-2015 Operating Budget for the Portsmouth Public Schools to <br />implement the second quarter of the annual budget. Vision Principle: Efficient, <br />Responsive Government. <br />Background: <br />• On May 27, 2014, City Council approved the FY 2014-15 School Board <br />Operating Budget of $161,303,358, and adopted the first quarterly budget appropriation <br />of $40, 325, 841. <br />• Funding for the second quarter of the School Budget, from October 1, 2014 - <br />December 31, 2014, must now be appropriated. <br />
