September 23, 2014 Staff Recommends: • Adoption of an ordinance to accept and appropriate and authorize expenditure of $32,641 in funds as provided to the Sheriff's Office by the State Compensation Board, and $50,620 in funds to the Clerk of the Circuit Court. Motion by Mr. Edmonds, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE $32,641 IN THE FY 2014-15 SHERIFF'S BUDGET AND $50,620 IN THE CLERK OF THE CIRCUIT COURT'S BUDGET FOR PART- TIME SALARY FUNDS APPROPRIATED BY THE STATE COMPENSATION BOARD." Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright Nays: None 14 - 368 -Adoption of an ordinance amending Chapter 9 of the Code of the City of Portsmouth, Virginia (2006) to designate the Mount Calvary Cemetery complex as a city cemetery. Vision Principle: Efficient, Responsive Government. Background: • Chapter 9 of the City Code established a cemetery trust fund to maintain the City Cemeteries in good order. Currently, only Cedar Grove, Oak Grove and Olive Branch cemeteries are eligible for funding from the Trust Fund. • The Cemetery Trust Fund had an initial nonexpendable corpus of $1,000,000. • Investment income, as well as burial permit fees, donations, legacies and other funds must be used solely for capital improvement in the city cemeteries. • The Cemetery Trust Fund currently has $ 1,578,339 total dollars. $100,000 is budgeted for FY2015, of which $40,090 has been expended to date. Discussion: • The Mount Calvary Cemetery Complex should be added to the current list of city cemeteries eligible for funding from the Cemetery Trust Fund. • The Mount Calvary Cemetery Complex includes Mount Calvary Cemetery; Fisher's Hill Cemetery, the Pauper's Field Cemetery, and Mount Olive Cemetery and is located on Pulaski Street in the Prentis Park neighborhood. Financial Impact: • This ordinance will allow for Cemetery Trust Funds to be used for the Mount Calvary Cemetery Complex, in addition to the three cemeteries already named. Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE AMENDING CHAPTER 9 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) TO DESIGNATE THE MOUNT CALVARY CEMETERY COMPLEX AS A CITY CEMETERY."
