September 23, 2014 <br />Staff Recommends: <br />• Adoption of an ordinance to accept and appropriate and authorize expenditure of <br />$32,641 in funds as provided to the Sheriff's Office by the State Compensation Board, <br />and $50,620 in funds to the Clerk of the Circuit Court. Vision Principle: Efficient and <br />Responsive Government. <br />Next Steps Following Council Action: <br />• The Finance Department will implement the budget changes. <br />Motion by Mr. Edmonds, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO APPROPRIATE $32,641 IN THE FY 2014-15 SHERIFF'S BUDGET <br />AND $50,620 IN THE CLERK OF THE CIRCUIT COURT'S BUDGET FOR PART- <br />TIME SALARY FUNDS APPROPRIATED BY THE STATE COMPENSATION <br />BOARD." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 368 -Adoption of an ordinance amending Chapter 9 of the Code of the City of <br />Portsmouth, Virginia (2006) to designate the Mount Calvary Cemetery complex as <br />a city cemetery. Vision Principle: Efficient, Responsive Government. <br />Background: <br />• Chapter 9 of the City Code established a cemetery trust fund to maintain the City <br />Cemeteries in good order. Currently, only Cedar Grove, Oak Grove and Olive Branch <br />cemeteries are eligible for funding from the Trust Fund. <br />• The Cemetery Trust Fund had an initial nonexpendable corpus of $1,000,000. <br />• Investment income, as well as burial permit fees, donations, legacies and other <br />funds must be used solely for capital improvement in the city cemeteries. <br />• The Cemetery Trust Fund currently has $ 1,578,339 total dollars. $100,000 is <br />budgeted for FY2015, of which $40,090 has been expended to date. <br />Discussion: <br />• The Mount Calvary Cemetery Complex should be added to the current list of city <br />cemeteries eligible for funding from the Cemetery Trust Fund. <br />• The Mount Calvary Cemetery Complex includes Mount Calvary Cemetery; <br />Fisher's Hill Cemetery, the Pauper's Field Cemetery, and Mount Olive Cemetery and is <br />located on Pulaski Street in the Prentis Park neighborhood. <br />Financial Impact: <br />• This ordinance will allow for Cemetery Trust Funds to be used for the Mount <br />Calvary Cemetery Complex, in addition to the three cemeteries already named. <br />Recommended Action: <br />• Adoption of the ordinance.
