September 23, 2014 <br />At a Regular Meeting of the City Council on Tuesday, September 23, 2014, there <br />were present: <br />Mayor Kenneth I. Wright, Vice Mayor Paige D. Cherry, William E. Moody, Jr., Marlene <br />W. Randall, Elizabeth M. Psimas, Dr. Curtis E. Edmonds, Sr., City Manager John L. <br />Rowe, Jr., City Attorney George M. Willson. <br />Reverend Johnnie Drake opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br />Mayor Wright called the meeting to order and welcomed all in attendance. <br />Motion by Mr. Moody, and seconded by Ms. Psimas, to approve the minutes of a <br />Called Meeting of September 9, 2014, of a Regular Meeting of September 9, 2014, and <br />of a Called Meeting on September 15, 2014, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Randall, Wright <br />Nays: None <br />- City Manager's Report - <br />14 - 367 -Adoption of an ordinance to appropriate $32,641 in the FY 2014-15 <br />Sheriff's Budget and $50,620 in the Clerk of the Circuit Court's Budget for Part- <br />Time Salary Funds appropriated by the State Compensation Board. Vision <br />Principle: Efficient, Responsive Government. <br />Background: <br />• The Portsmouth Sheriff's Office receives funding from the State Compensation <br />Board of Virginia to hire part-time employees. This funding was included in the <br />Portsmouth Sheriff's Office FY 2014-15 budget after adoption of the City of <br />Portsmouth's budget. <br />• In March 2014, the State Compensation Board (SCB) required the Portsmouth <br />Clerk of Court to reduce the work force in her office by two full-time positions. <br />• State funding remaining in those salary budgets was transferred by the SCB to <br />part-time salaries. <br />Discussion: <br />• The State Compensation Board allows the Sheriff's Office to supplement staff <br />with part-time employees. <br />• The Clerk of Court has requested that the full balance in the part-time line be re- <br />appropriated from fiscal year 2014 to fiscal year 2015. <br />• She currently has 3 part-time employees working on a digital imaging record for <br />the Clerk's Office. <br />• The digital imaging project will continue throughout fiscal year 2015 and the re- <br />appropriated funds will pay their salaries and FICA-benefit. <br />• At June 30, 2014 the balance available in the Clerk's part-time salaries was <br />$46,935. Funds are also available to cover the employer's share of FICA. <br />Financial Impact: <br />• The additional $32,641 in part-time salaries for the Sheriff's Office will be offset <br />by the increase in reimbursement from the State Compensation Board, so there will be <br />no additional cost to the City. <br />• The source of funding for the City Clerk of the Circuit Cout part time salary and <br />benefits appropriation would be the June 30, 2014 General Fund unassigned Fund <br />Balance. <br />• Re-appropriation of these funds would increase the General Fund expenditure <br />budget by $83,261. <br />
