September 9, 2014 <br />Financial Impact <br />• There may be future costs associated with the City's permit as a result of <br />allowing private developers to purchase mitigation credits outside of the Portsmouth city <br />limits. However, the positive impact on fostering economic development and resulting <br />benefits from an expanded tax base and increased environmental programs far <br />outweigh any negative impacts. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Efficient, Responsive Government. <br />Next Steps Following Council Action: <br />• Track offsite stormwater compliance outside of the City's MS4 boundaries. <br />Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE TO AMEND CHAPTER 31.2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) TO AUTHORIZE DEVELOPMENT PROJECTS TO <br />ACHIEVE OFFSITE WATER QUALITY REQUIREMENTS BY THE PURCHASE OF <br />STORMWATER MITIGATION CREDITS OUTSIDE OF THE PORTSMOUTH CITY <br />LIMITS." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 340 -Adoption of a resolution authorizing the sale of the City of Portsmouth <br />surplus vehicles. Vision Principle: Efficient, Responsive Government. <br />Background: <br />• The City garage will periodically remove vehicles/ equipment from service and <br />hold an auction for their sale; approximately three times a year. <br />• All vehicles are independently vetted based on life cycle to include: mileage, <br />condition, repair cost history, accident history, parts and service item obsolescence. <br />• People's Auction is the contract vendor and the auctions are held the last <br />Saturday of the month at their Chesapeake location. September's auction is September <br />27, 2014. <br />• Auction is advertised by the vendor to include web based advertising (vendor <br />website) as well as City website with link to Peoples Auction, flyers & mailings, and <br />newsprint classified. <br />Discussion: <br />• The proceeds from the auction of the vehicles are a revenue source for the <br />Department/ Agency owner of the vehicle. General Fund vehicle proceeds go to the City <br />Garage Fund, Public Utility vehicle proceeds go to Public Utility Fund,etc. <br />• The total proceeds vary based on the number and type of vehicles available for <br />surplus. The City Garage revenue for FY2014 was $52,431. <br />• The utilization of a contract auction vendor and Saturday auctions have resulted <br />in higher auction values. Vendor site is utilized for storage pending auction sale at no <br />cost, which has freed valuable space at the City Operations Center. <br />Financial Impact: <br />• Proceeds will be placed in the appropriate fund. <br />Recommended Action: <br />• Adoption of the resolution.
