September 9, 2014 "RESOLUTION AUTHORIZING THE SALE OF CITY OF PORTSMOUTH SURPLUS VEHICLES AND EQUIPMENT. WHEREAS, the Department of General Services has identified certain City vehicles and equipment for which it currently has no need and for which it will have no need in the future; and WHEREAS, the subject vehicles and equipment are listed on Exhibit A, attached hereto and made a part hereof; and WHEREAS, the City Manager recommends that City Council authorize the sale at public auction of the vehicles and equipment listed on Exhibit A. NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it hereby authorizes the sale of the subject vehicles and equipment at public auction, and the City Manager is authorized to take such steps as are required to complete the sale of the vehicles and equipment to the successful bidder." Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright Nays: None 14 - 341 -Adoption of a resolution committing $5,000,000 in funds appropriated in the FY2014-15 Capital Improvements Fund as matching funds fora $5,000,000 grant in Revenue Sharing funds from the Virginia Department of Transportation towards construction of the replacement of the Churchland Bridge (Northbound Lanes). Vision Principles: Neighborhoods and a Sense of Community, A Robust Economy for Working Men and Women. Background: • The Replacement of the Churchland Bridge project is currently under design. • The VDOT Revenue Sharing Program provides an opportunity for localities to provide local funds to match state funds for priority projects. Discussion: • This project has previously received Revenue Sharing funds for the design and right of way clearance phases of this project. • VDOT approved the City's application as part of its FY2014-2015 budget process. • Staff has received the revised appendices for the project agreement from VDOT. Financial Impact • The total project cost is $35.5 million. The estimate for the construction phase is approximately $31,000,000. The balance to construction is $17,427,303. • The City of Portsmouth has received $7,250,000 from the State for this project. • The City's matching share for this Revenue Sharing award is $5,000,000. Funding is available in the approved Capital Improvements Program. Recommended Action: • Adoption of the resolution. Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following resolution, and was adopted by the following vote: "RESOLUTION COMMITTING $5,000,000 IN FUNDS APPROPRIATED IN THE FY 2014-15 CAPITAL IMPROVEMENTS FUND AS MATCHING FUNDS FOR A $5,000,000 GRANT IN REVENUE SHARING FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION TOWARDS CONSTRUCTION OF THE REPLACEMENT FOR THE CHURCHLAND BRIDGE (NORTHBOUND LANES).
