September 9, 2014 <br />"RESOLUTION AUTHORIZING THE SALE OF CITY OF PORTSMOUTH SURPLUS <br />VEHICLES AND EQUIPMENT. <br />WHEREAS, the Department of General Services has identified certain City <br />vehicles and equipment for which it currently has no need and for which it will have no <br />need in the future; and <br />WHEREAS, the subject vehicles and equipment are listed on Exhibit A, attached <br />hereto and made a part hereof; and <br />WHEREAS, the City Manager recommends that City Council authorize the sale <br />at public auction of the vehicles and equipment listed on Exhibit A. <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the sale of the subject vehicles and equipment at <br />public auction, and the City Manager is authorized to take such steps as are required to <br />complete the sale of the vehicles and equipment to the successful bidder." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 341 -Adoption of a resolution committing $5,000,000 in funds appropriated <br />in the FY2014-15 Capital Improvements Fund as matching funds fora $5,000,000 <br />grant in Revenue Sharing funds from the Virginia Department of Transportation <br />towards construction of the replacement of the Churchland Bridge (Northbound <br />Lanes). Vision Principles: Neighborhoods and a Sense of Community, A Robust <br />Economy for Working Men and Women. <br />Background: <br />• The Replacement of the Churchland Bridge project is currently under design. <br />• The VDOT Revenue Sharing Program provides an opportunity for localities to <br />provide local funds to match state funds for priority projects. <br />Discussion: <br />• This project has previously received Revenue Sharing funds for the design and <br />right of way clearance phases of this project. <br />• VDOT approved the City's application as part of its FY2014-2015 budget <br />process. <br />• Staff has received the revised appendices for the project agreement from VDOT. <br />Financial Impact <br />• The total project cost is $35.5 million. The estimate for the construction phase is <br />approximately $31,000,000. The balance to construction is $17,427,303. <br />• The City of Portsmouth has received $7,250,000 from the State for this project. <br />• The City's matching share for this Revenue Sharing award is $5,000,000. <br />Funding is available in the approved Capital Improvements Program. <br />Recommended Action: <br />• Adoption of the resolution.
