September 9, 2014 <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that it <br />hereby commits the sum of $5,000,000, previously appropriated in the FY 2014-15 <br />Capital Improvements Fund for bridge maintenance activities, as matching funds for a <br />$5,000,000 grant in revenue sharing funds from the Virginia Department of <br />Transportation towards construction of the replacement for the Churchland Bridge <br />(Northbound Lanes)." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Psimas, Randall, Wright <br />Nays: None <br />14 - 342 -Adoption of a resolution authorizing the City Manager to execute a <br />Deed of Easement at 16 Crawford Circle to the Virginia Electric and Power <br />Company, doing business as Dominion Virginia Power. Vision Principle: <br />Efficient, Responsive Government. <br />Background: <br />• Dominion Virginia Power is desirous of installing additional sub-surface electric <br />cables so as to have an adequate power supply to the down town tunnel in the event <br />of an emergency. <br />• These sub-surface cables will connect from three (3) existing electric stationary <br />transformers to each other for that purpose. <br />• These cables will cross under a portion of property owned by the City of <br />Portsmouth as defined on Portsmouth Tax Map 9 as Parcel 11. This parcel location is <br />often referred to as the nTelos Wireless Pavilion site having a street address of 16 <br />Crawford Circle. <br />• Dominion Virginia Power is requesting an easement 15 foot in width for purposes <br />stated herein. <br />Discussion: <br />• The Department of Engineering has determined that the installation of these <br />cables will not impact the use of this property. Dominion Virginia Power has agreed that <br />no work will be performed during any type of event being conducted at the nTelos <br />Wireless Pavilion. <br />• Adoption of a resolution will allow the City Manager to execute a deed of <br />easement to Dominion Virginia Power for the purposes stated herein. <br />Financial impact: <br />• No City funds are involved. <br />Recommended Action: <br />• Adoption of the resolution. Vision Principle: Efficient, Responsive Government. <br />Next Steps Following Council Action: <br />• The City will review the deed of easement for execution by the City Manager. <br />Motion by Ms. Psimas, and seconded by Mr. Meeks, to adopt the following <br />resolution, and was adopted by the following vote: <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED OF <br />EASEMENT TO VIRGINIA ELECTRIC AND POWER COMPANY, D/B/A DOMINION <br />VIRGINIA POWER ON PROPERTY OWNED BY THE CITY OF PORTSMOUTH AND <br />HAVING A STREET ADDRESS OF 16 CRAWFORD CIRCLE FOR THE PURPOSE <br />OF INSTALLING AND MAINTAINING SUB-SURFACE ELECTRICAL CABLES. <br />WHEREAS, Virginia Electric and Power Company d/b/a Dominion Virginia Power <br />has requested an easement on certain property owned by the City of Portsmouth and <br />having a street address of 16 Crawford Circle for the purpose of installing sub-surface <br />cables necessary or desirable for the purpose of supplying power to the Downtown <br />Tunnel in case of emergency; and <br />WHEREAS, the easement is necessary for the installation and maintenance of <br />the sub-surface cables; <br />
