Vision <br />Principle: Neighborhoods and a Sense of Community. <br />Background: <br />• The Code of Virginia requires local government to approve the FY15 <br />Performance Contract no later than September 15, 2014. <br />Discussion: <br />• The State's Department of Behavioral Health and Developmental Services <br />(DBHDS), issues a performance contract to each Community Services Board (CSB) on <br />an annual basis. The Performance Contract specifies the services to be rendered for <br />the next fiscal year relative to budgeted funding committed to each CSB for the funding <br />period. <br />• The Portsmouth Department of Behavioral Healthcare Services (DBHS) budget <br />is approved annually by City Council during the City's operating budget process. The <br />Performance Contract displays this budget in the format required by the State. <br />Financial Impact: <br />• The City must approve the Performance Contract in order to receive allocations <br />of State and Federal funds, or amounts subsequently revised by, or negotiated with the <br />State's DBHDS Office of Community Contracting. The projected state and federal <br />allocations for FY15 are $5,445,835 and $1,174,820. <br />Recommended Action: <br />• Adoption of a resolution to approve the FY15 Performance Contract for the <br />Portsmouth Department of Behavioral Healthcare Services.
