August 26, 2014 • The use of funds will also extend beyond Suicide Prevention week to provide an opportunity to extend the reach and impact of suicide prevention efforts, afford greater access to suicide prevention resources by affected communities, and leverage/ reduce costs for individuals localities related to training or other suicide prevention action strategies. Financial Impact: • There is no financial impact to the city. Recommended Action: • Adoption of a ordinance to approve appropriation of $13,473 to the Department of Behavioral Healthcare Services. Next Steps Following Council Action: • If the requested appropriation is approved, the Director of BHS will ensure the proper disbursement of funds for Suicide Prevention Initiative Planning and Implementation. Motion by Mr. Edmonds, and seconded by Mr. Meeks, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $13,473 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2014-15 GRANTS FUND FOR USE BY THE DEPARTMENT OF BEHAVIORAL HEALTHCARE SERVICES FOR DEVELOPMENT OF COMPREHENSIVE REGIONAL SUICIDE PREVENTION PLANS." Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright Nays: None 14 - 316 -Adoption of a resolution to approve the FY15 Performance Contract for the Portsmouth Department of Behavioral Healthcare Services. Vision Principle: Neighborhoods and a Sense of Community. Background: • The Code of Virginia requires local government to approve the FY15 Performance Contract no later than September 15, 2014. Discussion: • The State's Department of Behavioral Health and Developmental Services (DBHDS), issues a performance contract to each Community Services Board (CSB) on an annual basis. The Performance Contract specifies the services to be rendered for the next fiscal year relative to budgeted funding committed to each CSB for the funding period. • The Portsmouth Department of Behavioral Healthcare Services (DBHS) budget is approved annually by City Council during the City's operating budget process. The Performance Contract displays this budget in the format required by the State. Financial Impact: • The City must approve the Performance Contract in order to receive allocations of State and Federal funds, or amounts subsequently revised by, or negotiated with the State's DBHDS Office of Community Contracting. The projected state and federal allocations for FY15 are $5,445,835 and $1,174,820. Recommended Action: • Adoption of a resolution to approve the FY15 Performance Contract for the Portsmouth Department of Behavioral Healthcare Services.
