August 26, 2014 <br />Background: <br />• The Emergency Communications Unit (E-911) has received grant funding of <br />$2,000 from the Virginia Wireless E-911 Services Board to provide funds for training. <br />Discussion: <br />• The grant will be used to provide funding for educational classes and conference <br />on new generation of E-911 technology that will provide better services to the citizens of <br />Portsmouth. New generation technology is on the horizon and implementation will be <br />mandated by the State of Virginia in next few years. <br />Financial Impact: <br />• The grant award amount is $2,000 of Virginia Wireless E-911 Services Board <br />funds for the Emergency Communications Unit. <br />• There is no obligation from the City once the grant has ended. <br />Recommended Action: <br />• Adoption of an ordinance to appropriate the $2,000 from the Virginia Wireless E- <br />911 Services Board to provide funds for training for the Emergency Communications <br />Unit. Vision Principle: Efficient and Responsive Government. <br />Next Steps Following Council Action: <br />• The Chief of Police or his designee will provide grant management and oversight. <br />Motion by Mr. Meeks, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $2,000 FROM THE <br />VIRGINIA E-911 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN THE <br />FY 2014-15 GRANTS FUND FOR USE BY THE POLICE DEPARTMENT FOR THE <br />WIRELESS E-911 SERVICE PUBLIC SAFETY ANSWERING POINT EDUCATION <br />PROGRAM." <br />Ayes: Cherry, Edmonds, Meeks, Moody, Randall, Wright <br />Nays: None <br />14 - 315 -Adoption of an ordinance accepting a grant in the amount of $13,473 <br />from the Virginia Department of Behavioral Health and Developmental Services <br />and appropriating said funds in the FY 2014-15 Behavioral Healthcare Services <br />Fund to provide funding to support the development of comprehensive regional <br />suicide prevention plans. Vision Principle: Neighborhoods and a Sense of <br />Community. <br />Background: <br />• The Virginia Department of Behavioral Health and Developmental Services <br />(DBHDS) launched a regional suicide prevention pilot initiative in June 2014. The <br />Phase I -Regional Suicide Plan Development initiative is intended to extend suicide <br />prevention efforts, greater access, resources and reduce the costs related to suicide <br />prevention strategies including training. The Planning Funding totals $40,000 per region <br />and $4,167 per Community Service Board (CSB). <br />• The Phase II - Implementation of Regional Suicide Prevention Plans - <br />Implementation funding totals $125,000 per region and $9,306 for each CSB. The <br />allocations to be utilized for staff time, travel and projected materials. <br />• Funds for planning and implementation must be expended by September 30, <br />2015. <br />Discussion: <br />• HPR-V Suicide Prevention Initiative Planning Funds are state general funds that <br />will be used for Suicide Prevention Week Strategies, Programs, Events, Materials, <br />Projected Staff time and travel. <br />
