July 8, 2014 <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $365,797 FROM THE <br />U.S. DEPARTMENT OF AGRICULTURE AND APPROPRIATING SAID FUNDS IN <br />THE FY 2014-15 GRANTS FUND FOR THE SUMMER FOOD PROGRAM." <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br />14 - 268 -Adoption of an ordinance amending City Ordinance 2014-44 to correct <br />and lower the adopted cigarette tax to 45 mills per cigarette. Vision Principle: <br />Efficient, Responsive Government. <br />Background: <br />• The City's FY 2014-15 Adopted Budget included a cigarette tax increase of 30 <br />cents a pack, from 60 cents to 90 cents. This tax was correctly advertised at 90 cents <br />per pack; however, the Ordinance adopting the change contained a scrivener's error <br />and the tax was listed at 90 mills per cigarette rather than 45 mills per cigarette. City <br />Council is requested to adopt an Ordinance to correct the rate to 45 mills. <br />Discussion: <br />• The cigarette tax was intended to be 90 cents per pack beginning July 1, 2014. <br />• The Budget advertisement, which ran in the newspaper on April 6 and April 13, <br />2014, included the correct rate. <br />• The adopted ordinance contained a scrivener's error and listed the rate as 90 <br />mills per cigarette. Since there are 20 cigarettes in a pack, the rate should have instead <br />been 45 mills per cigarette. <br />• The attached ordinance will correct the cigarette tax rate to 45 mills, or 90 cents <br />per pack. <br />Financial Impact: <br />• None. <br />Recommended Action: <br />• Adoption of the ordinance. Vision Principle: Efficient, Responsive Government. <br />Next Steps Following Council Action: <br />• The tax will be implemented at 90 cents per pack. <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to adopt the following <br />ordinance, and was adopted by the following vote: <br />"ORDINANCE AMENDING CITY ORDINANCE NO. 2014-44 TO CORRECT AND <br />LOWER THE ADOPTED CIGARETTE TAX TO 45 MILLS PER CIGARETTE" <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br />14 - 269 -Adoption of a motion accepting a donation of computer equipment <br />and training valued at $3,500 from the Safe SurFin' Foundation to expand the <br />Police Department's capabilities for investigating Internet crimes against <br />children. Vision Principle: Change and New Direction. <br />Background: <br />• The Internet Crimes Against Children (ICAC) Task Force is a national network of <br />61 coordinated task forces, committed to developing an effective response to cyber <br />enticement and child pornography cases. <br />• The Southeastern Virginia ICAC Task Force is one of the 61 task forces in the <br />national network, and the Bedford County Sheriff's Office is the coordinating agency. <br />• The Safe Surfin' Foundation (SSF) is anon-profit "educational arm" of the ICAC <br />Task Force. <br />• To expand the number of agencies conducting child victimization investigations, <br />the SSF is providing computer software, hardware, and training to law enforcement <br />agencies, through their "Cop in a Box" program. <br />
