July 8, 2014 <br />• The "Cop in a Box" program funding is provided by Moose International. The <br />Portsmouth Moose Lodge donated the funds to SSF and selected the Portsmouth <br />Police Department to receive the computer equipment. <br />Discussion: <br />• The Police Department does not currently have the tools or training to conduct <br />these complex ICAC investigations. <br />• Upon receiving the computer equipment, investigators assigned to the Police <br />Department's Special Victims Unit will receive training in conducting ICAC <br />investigations. <br />• Investigations will be conducted in accordance with ICAC guidelines and a <br />memorandum of understanding between the Bedford County Sheriff's Office and the <br />Portsmouth Police Department. <br />• Participation in the ICAC Task Force will allow the Police Department to take a <br />proactive approach to preventing child exploitation and protecting children in our <br />community and beyond. <br />Financial Impact <br />• There are no initial costs to the City for this project. <br />• Ongoing training costs will be defrayed as much as possible through grant <br />funding provided through the ICAC Task Force. <br />Recommended Action: <br />• Acceptance of the motion. Vision Principle: Change and New Directions. <br />Next Steps Following Council Action: <br />• Training of investigators in conducting ICAC investigations. <br />Motion by Mr. Moody, and seconded by Mr. Edmonds, accepting a donation of <br />computer equipment and training valued at $3500 from the Safe Surfin' Foundation to <br />expand the Police Department's capabilities for investigating Internet crimes against <br />children, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br />- New Business - <br />14 - 270 -Boards and Commissions <br />There were no appointments. <br />14 - 271 -Items Submitted by Council Members <br />Motion by Ms. Psimas, and seconded by Mr. Edmonds, to add an item to the <br />agenda, and was adopted by the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br />Motion by Mr. Edmonds, and seconded by Ms. Psimas, canceling the July 22, <br />2014 City Council Public Work Session and City Council Meeting, and was accepted by <br />the following vote: <br />Ayes: Cherry, Edmonds, Moody, Psimas, Wright <br />Nays: None <br />- Mr. Moody asked that staff delay shutting off water services to residents on Fridays <br />and holiday weekends. <br />- Mayor Wright spoke on the following events: <br />- 90t" birthday celebration of Geneva Cummings. <br />- Fire Department's Commencement Celebration. <br />
